City of Geneva Committee of the Whole met March 6.

Here are the minutes provided by the committee:

Elected Officials Present: Mayor Burns, Ald. Bruno, Ald. Burghart, Ald. Hruby, Ald. Kaven, Ald. Kilburg, Ald. Maladra, Ald. Mayer, Ald. Swanson, Clerk Kellick.

Elected Officials Attending by Teleconference: None.

Elected Officials Absent: Ald. Kosirog, Ald. Marks.

Others Present: City Admin. Dawkins, Asst. City Admin. McCready, City Attny. Sandack, Supt. Van Gyseghem, Dir. Babica, and Dir. Kruse.

Others attending by video or teleconference: None.

Call to Order

Council member Mike Bruno, serving as chair, called the meeting to order at 7:44 PM noting all council members were present except for Ald. Kosirog and Ald. Marks.

Recommend Suspending the Rules to Permit Council Member Bruno to Chair this Meeting and to Vote on All Action Items on this Agenda.

Moved by Ald. Burghart, seconded by Ald. Swanson.

Voice Vote: 7‐0 (Maladra abstaining).

Approve Committee of the Whole Minutes from February 21, 2023.

Moved by Ald. Mayer, seconded by Ald. Maladra.

MOTION CARRIED unanimously by voice vote of those present 8-0.

Items of Business

Consider Draft Resolution Authorizing the Execution of a Contract with Fowler Enterprises LLC for the Demolition of a Farmhouse Structure Located at 64 N. Peck Road in an Amount Not to Exceed $20,800.00.

Moved by Ald. Kilburg, seconded by Ald. Kaven.

On a question from Ald. Kilburg, Dir. Babica stated that once approved by the City Council, it will take one week for the contractor to mobilize. He noted, however, that this project is weatherdependent and as such, it is unlikely that work will begin before mid-April. On another question from Ald. Kilburg, Dir. Babica noted that the project will be listed on the Public Works page along with the other Public Works projects.

On a question from Ald. Hruby, Admin. Dawkins stated that the house will come down because the razing has already been voted on by the City Council. It has been used for SWAT team training and is uninhabitable. Admin. Dawkins noted that once the site has been prepped, future uses can be considered.

MOTION CARRIED unanimously by voice vote of those present 8-0.

Consider Draft Resolution Declaring Certain Equipment as Surplus Property.

Moved by Ald. Burghart, seconded by Ald. Mayer.

MOTION CARRIED unanimously by voice vote of those present 8-0.

Consider Draft Resolution Authorizing the Execution of a Contract with Dahm Enterprises for Biosolids Disposal Services.

Moved by Ald. Kilburg, seconded by Ald. Mayer.

On a question from Ald. Kilburg, Supt. Van Gyseghem stated that they had considered selling the sludge in the past. However, two reasons prevented them from doing so. The first concerned regulations regarding the disposal, and the second regarded the potential odor near private property. Supt. Van Gyseghem noted that the wastewater plant supervisor has been involved with the program for the past 25 years and recommended that the City not sell the waste. Admin. Dawkins noted that this had already gone out to bid and Ald. Kilburg noted that this would be worth investigating for the future. Ald. Maladra agreed that it would be worth investigating for the future, especially regarding the issue of odor.

MOTION CARRIED unanimously by voice vote of those present 8-0.

Consider Draft Resolution Authorizing the Execution of a Contract with Sewertech LLC for Storm Sewer and Large Diameter Sanitary Sewer Cleaning and Televising in an Amount Not to Exceed $225,000.00.

Moved by Ald. Burghart, seconded by Ald. Maladra.

MOTION CARRIED unanimously by voice vote of those present 8-0.

Consider Draft Resolution Waiving Competitive Bidding and Authorizing the Purchase and Installation of Two Variable Frequency Drives at the Waste Water Treatment Plant from Tri-R Systems in an Amount Not to Exceed $24,250.00.

Moved by Ald. Burghart, seconded by Ald. Mayer.

MOTION CARRIED unanimously by voice vote of those present 8-0.

Public Comment / New Business

Mayor Burns noted that Officer Parisi participated in the Special Olympics Polar Plunge. Officer Parisi stated that the Police Department raised approximately $14,000 for this event while last year’s total fundraising was $15,000. The Geneva Police Department ranked number one of all departments participating.

Admin. Dawkins noted that there will be a Special Committee of the Whole meeting at 7:00PM on March 13 to discuss updates to Title 9 of the Geneva City Code.
