City of Geneva City Council met Feb. 21.

Here are the minutes provided by the council:

CALL TO ORDER

The February 21, 2023 meeting of the Geneva City Council was called to order at 7:00 p.m. in the Council Chambers of City Hall by Mayor Kevin Burns.

Elected Officials present:

Alderpersons: Mike Bruno, Tara Burghart, Gabriel Kaven, Dean Kilburg, Brad Kosirog, Craig Maladra, Richard Marks, Amy Mayer, Robert Swanson.

Mayor Kevin Burns, City Clerk Vicki Kellick

Elected Officials attending by video or teleconference: None.

Elected Officials absent: Becky Hruby.

Others Present: Assistant City Administrator Ben McCready, City Attorney Ron Sandack, Water Division Superintendent Bob Van Gyseghem, Public Works Director Rich Babica, Human Resources Generalist Mera Johnson, and Fire Chief Michael Antenore.

PUBLIC HEARINGS, SPECIAL ITEMS AND PRESENTATIONS

Geneva Library Presentation on “One Book, One Community” Program Lauren Maxwell, Geneva Public Library Information and Reader Services Coordinator, spoke about the library’s “One Book, One Community” Program. This program encourages everyone in the community to read the same book at the same time. More than 900 books have been provided to the community this year by the Friends of Geneva Public Library.

Two books were chosen for this year’s program. The adult book choice is “Remarkably Bright Creatures,” by Shelby Van Pelt. Ms. Maxwell noted that this book focuses on community and is full of joy. The children’s book chosen for upper elementary students and adults is “The One and Only Ivan,” by Katherine Applegate. Ms. Maxwell noted that both books focus on the theme of finding friends in unusual places.

The “One Book, One Community” Program runs through March 12. Various events are scheduled including a community book discussion on March 10 featuring a local celebrity panel. Two of the panelists include Library Director Christine Lazaris, and City Administrator Stephanie Dawkins. On March 11, “The One and Only Ivan” Book Party will be held at the library. Finally, on March 12 at 1:30pm, the Geneva Library Foundation is sponsoring a conversation and book signing by Shelby Van Pelt.

Ald. Burghart commented that she has already received several texts from book loving friends regarding Ms. Van Pelt’s upcoming appearance at the library and is excited to begin reading the book.

National Pollutant Discharge Elimination System (MS4) Stormwater Quality Program Update presented by Eileen Kennedy, Baxter & Woodman Consulting Engineers

Supt. Van Gyseghem introduced Eileen Kennedy of Baxter & Woodman. Supt. Van Gyseghem noted that this presentation is required as part of its Municipal Separate Storm Sewer System (MS4) permit. He stated that the City has been working with Baxter & Woodman Consulting Engineers since at least the 1970s.

Ms. Kennedy presented information indicating that the Illinois EPA requires Geneva to participate in Best Management Practices to prevent or reduce pollutants discharged from the storm drain system. The Illinois EPA sets requirements for stormwater pollution prevention and the City complies with the MS4 permit. The permit requires best management practices in each of six minimum control measures. The City also participates in the Fox River Study Group where data and information are publicly available. Ms. Kennedy also noted that annual training of employees involved in stormwater system maintenance; parks, building and fleet maintenance; roadway maintenance, and material handling is required. Various City contractors also require training. The MS4 permit is currently in renewal and is expected this year. Potential new City requirements will be involved.

On a question from Ald. Burghart, Ms. Kennedy noted that the potential new requirements will be further outlined in upcoming permits. There will likely be an internal annual inspection done and reported by municipalities themselves.

On a question from Ald. Bruno, Supt. Van Gyseghem noted that developers of construction sites that exceed one acre in size are required to install silt fencing around the site to prevent soil runoff into streets and subsequently into the stormwater system. The City often learns of illicit discharge from residents near such sites. The City then investigates and if a major violation occurs, the City contacts Baxter & Woodman and the Illinois EPA. On another question from Ald. Bruno, Supt. Van Gyseghem noted that the City does televise the sanitary and stormwater systems. Repairs are made if major defects are found in the stormwater system when funds allow. Lining the sanitary system prevents groundwater from leaking into that system which has helped significantly over the years.

Consider Resolution No. 2023-17 Authorizing the Execution of a Temporary Construction License Agreement with the Union Pacific Railroad Company. Moved by Ald. Marks, Seconded by Ald. Bruno.

On a question from Ald. Bruno, Dir. Babica stated that Thursday’s open house at Public Works will be a informal meeting with the Union Pacific and Metra displaying information on the work to be done, and having staff available to answer questions. Ald. Bruno recommended that interested residents attend.
