City of Batavia Historic Preservation Commission met Sept. 12.

Here are the minutes provided by the commission:

1. Meeting Called to Order

Chair Bus called the special Historic Preservation Committee meeting to order at 5:30pm.

2. Roll Call

Members Present: Chair Bus; Vice-Chair Barraza; Commissioners Koc and Alderson Members Absent: Commissioner Saam

Also Present: Jeff Albertson, Building Commissioner; Jennifer Austin-Smith, Recording Secretary

3. Approval of Minutes: August 8, 2022

Motion: To approve the minutes from August 8, 2022

Maker: Bus

Second: Barraza

Roll Call Vote: Aye: Barraza, Alderson, Koc, Bus

Nay: None

4-0 Vote, 1 Absent, Motion carried.

4. Items to be Removed, Added or Changed

None.

5. Matters From the Public (for items not on the agenda)

None.

6. COA Review: 106 West Wilson Street – Window Replacement (Wendy Reed, BEICRE, applicant)

The Historic Preservation Commission (HPC) reviewed the Certificate of Appropriateness (COA) for the window replacement at 106 West Wilson Street. Albertson noted that he was remiss in not notifying the applicant to attend this meeting. Chair Bus discussed how it is preferred that an applicant be in attendance. He asked if the Commission members would want this discussed at a future meeting. Vice-Chair Barraza stated that postponing discussion on these COAs would not be necessary. Albertson stated that since this is not the applicant’s fault, he recommends that the COAs be considered. If the HPC has pressing questions the COAs could be tabled if needed.

Albertson announced that this is the old post office building. Chair Bus stated that this is a significant building in the Historic District. The HPC reviewed pictures of the windows and proposed replacements. Albertson stated that the proposed replacement windows are aluminum clad windows on the outside and wood on the interior. Barraza asked if the windows would have dividers as the original windows have them on the top. Albertson stated that there are surface divided grills that would be simulated divided. Albertson noted that both projects have applied for grants.

Motion: To recommend to Council approval of COA Review: 106 West Wilson Street – Window Replacement

7. COA Review: 2-8 West Wilson Street – Façade Repairs (Wendy Reed, BEICRE, applicant)

Albertson announced that this is a significant building. Albertson stated that this is in the strip of buildings by Limestone Coffee. They are proposing to restore the façade. The HPC reviewed the COA application for 2-8 West Wilson. The consensus of the Commission was the façade repairs are a great improvement.

Motion: To recommend to Council approval of COA Review: 2-8 West Wilson Street – Façade Repairs

8. Updates:

1. 7 East Wilson Street – Historic Inspection

2. Anderson Block Building – Masonry Maintenance

3. Significant Historic Building Inspection Program

4. 227 West Wilson Street – Historic Inspection

5. 16 East Wilson Street – Historic Inspection

None.

9. Other Business

Chair Bus asked if staff had the chance to review the building that houses the Bird is the Word pet shop regarding exterior deterioration. Albertson answered that staff has not been able to review the building. Albertson announced that the building has been sold to someone who wants to put a restaurant in the main building. Albertson stated that he would follow-up on the condition of the building and report back to the Committee.

Albertson announced that remodeling in this building is going to start. Anticipated completion of the project is June 2023. They are scheduled to start the first week of October.

The HPC September 26th meeting will have two COAs:

1) The second meeting regarding demolition of 107 Union Avenue. The first meeting was held on 8-22-22

2) Exterior items for the remodel of City Hall

10. Adjournment

There being no other business to discuss, Chair Bus asked for a motion to adjourn the meeting at 5:54pm; Made by Alderson, seconded by Barraza. All were in favor. Motion carried.
