City of Batavia Committee of the Whole met Nov. 2.

Chair Wolff called the meeting to order at 7:00pm.

6. Ordinance 21-58: Request for Authorization to Surplus Property – Batavia Police Department (EB 10/25/21) CS
Chair Wolff stated that he would like to improve the idling time of police vehicles for not only the environment but for the cost on fuel. Dept. Chief Blowers stated that there are a number of reasons vehicles stay on idle, a lot of the time officers are completing report documentation. The vehicle is their mobile office and the vehicles are idling while work functions are taking place. There is a lot of equipment in the squad cars that need to be powered. He stated that they are open to explore ways to improve idling hours. Chair Wolff stated that he would like to stop idling of unoccupied police vehicles. He understands if there is an officer on the scene, it is when a vehicle is unattended and sits idling for hours that he is concerned with.

Russotto overviewed the memo.

8. Ordinance 21-60: 2022 Wages and Salaries for Non-Collectively Bargained Employees (WB 11/2/21) GS
Bednarek discussed the ordinance, increase 3.25% for non-collectively bargained employees and pay grade reclassifications with the Committee utilizing a PowerPoint presentation. The COW discussed budget, recruitment, low turnover rates, retention, revenues, sustainability, internal equity of pay-grades, cost of living and the City’s step system.
The general consensus of the Committee was to table the ordinance until the November 9, 2021 meeting to wait for data on potential budget impacts. Colby stated that she would get some numbers together for the budget meeting on Monday, November 8, 2021. Chair Wolff asked the Committee to get any questions to staff by Friday for a vote on November 9th.
9. Project Status
Newman reported on the following:
• Leaf collection is on east side this week and west side next week.
• Budget Meeting will be on Monday, November 9th
• Dam removal concepts to be discussed at the Tuesday, November 10th COW meeting
10. Other
Solfa stated that across from Hoover Wood there is a large structure being built along with a ATV track. Newman stated that she would follow-up on this.
Leman reported the Georgetown Association is disappointed with the finished product the contractor did to fix the sidewalks. Leman would love the see in future projects that the City leave the resident’s private property in good or better condition than before the project began. Chair Wolff asked for the address so that he could review the area.

There being no other business to discuss, Chair Wolff asked for a motion to adjourn the meeting at 9:18pm; Made by Solfa; Seconded by Malay. Motion carried.
