Village of Bourbonnais Board of Trustees Met Feb. 1.

Here is the minutes provided by the board:

1. CALL TO ORDER

The meeting was called to order by Village President Paul Schore at 5:30 PM (electronically via Zoom per the Governor's directive).

Procedural: A. Pledge of Allegiance - led by Village President Paul Schore.

Procedural: B. Roll Call - Village Clerk Brian Simeur called the roll with the following Board Members present: Trustee Bruce Greenlee, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn and Administrator Mike Van Mill. Absent: Trustee Rick Fischer

2. APPROVAL OF MINUTES

Action, Minutes: A. Public Hearing Meeting Minutes from January 19, 2021

Motion by Trustee Jeff Keast, second by Trustee Randy King to approve the Public Hearing Meeting Minutes from January 19, 2021.

Motion by Trustee Jeff Keast, second by Trustee Randy King to approve the Regular Board Meeting Minutes from January 19, 2021.

6. FINANCE COMMITTEE - Trustee Rick Fischer, Chair was Absent, Trustee Bruce Greenlee filled in.

Action, Accounts Payable: A. Finance Committee - Consideration of the February 1, 2021 Accounts Payable

Motion by Trustee Bruce Greenlee, second by Trustee Angie Serafini to approve the general and special fund bill list as presented.

Action, Ordinance: B. ORDINANCE NO. 21-2260 - An Ordinance Authorizing the Acceptance of a Proposal for Audit Services from Borschnack Pelletier & Co. (SECOND READING)

Motion by Trustee Bruce Greenlee, second by Trustee Randy King to read Ordinance 21-2260 by title only.

Finance Director Tara Latz gave an overview on said Ordinance. This is for audit services, we just finished our audit and it ended a 3-year contract. Our fiscal year is ending April 30, 2021, so we to have an auditor secured and in place. This Ordinance is to move us forward and get us into another contract for audit services for 3 more years with Borschnack Pelletier.

Motion by Trustee Bruce Greenlee, second by Trustee Jeff Keast to adopt Ordinance 21-2260.

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

Discussion: A. Trustee Serafini introduced a community support and rebate program called Bon Appetit Bourbonnais. Patrons who spend $100 or more at any of the Village of Bourbonnais eating establishments from February 12 through April 4 will be eligible to receive a $10 Visa gift card in addition participants will also be entered into a grand prize drawing for either a $500, $250 or $100 Visa gift card. It doesn't have to be spent at a single sitting, simply collect your receipts during this specified time frame from some 42 establishments. Submit your receipts to the Village office. 8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair

Action, Ordinance, Information: A. ORDINANCE NO. 21-2259 - An Ordinance of the Village Board of the Village of Bourbonnais, Illinois, Adopting a Business District Plan Relating to the Main Street Area within the Village; Making Findings of Fact with Respect to Such Area; Designation and Establishing a Business District for Such Areas Pursuant to the Business District Development and Redevelopment Law; Authorizing the Imposition and Collection of Taxes Within Such Business District; Providing for Further Authority; Establishing an Effective Date and Other Related Matters (SECOND READING)

Motion by Trustee Jeff Keast, second by Trustee Jack Littrell to read Ordinance 21-2259 by title only.

Village Administrator Mike Van Mill gave an overview on said Ordinance. This is for the establishment of the Main Street Business District, the area along Main Street from Career Center Road/ Briarcliff Lane to North Street to the south. The business district allows us to fund specific projects as outlined in the plan, which identifies private and public projects in this area for improvements. The whole district encompasses 252 parcels and totals 225 acres of land. If created, the life of it will be for 23 years, and also includes a 1% retail occupation tax for most retail that is generated within the boundaries of the business district.

Motion by Trustee Jeff Keast, second by Trustee Randy King to adopt Ordinance 21-2259.

Information: B. Trustee Keast gave an update on building permits for January 2021.

> New home permits issued are at 6 versus zero from January 2020.

> We have issued 51 permits versus 30 last year, with a valuation of $1,508,544, compared to under $200,000 in 2020.

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Information: A. Trustee Greenlee asked Chief Phelps if Officer Domagalski has returned from National Guard in Washington DC? Chief Phelps said no, his unit was deployed for an extended period of time, we are expecting him to be out this week as well.

> Trustee Greenlee asked Chief Phelps for an update on the House Bill 3653 reform. Chief Phelps responded Governor Pritzker still has not signed the legislation into law, speculation is that some amendments will be put into place. He will keep the Board up-to-date, as of now it doesn't appear the Governor will sign it as it was presented, but are still hopeful of some amendments to be made before signed into law.

> Trustee Greenlee thanked Chief Phelps for sending out the Yearly Report from 2020 (available on the Village website). It was very comprehensive and provided a lot of information where we can compare the previous years of activity in the police department.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Information: A. Public Works Committee - Trustee King read a memo from Public Works Director Mike Chamness on items being addressed:

> Brush pick up is finished, just in time for the snow storm.

> Burns Road project is on hold until the weather breaks.

> 6500 N Lift Station project is still in the works, should be operational in 3-4 weeks.

> Dennison Drive/Route 45 traffic control box parts are still on order, will be repaired once they arrive.

11. UTILITY COMMITTEE - Trustee Jack Littrell, Chair

Action, Ordinance: A. ORDINANCE NO. 21-2261 - An Ordinance Approving Change Order Number 7 to a Contract Concerning the Northeast Lift Station and Force Main (FIRST READING)

> Following the first reading, Assistant Administrator Laurie Cyr explained the change order is for the interceptor sewer going up to 6500 North for some electrical and site amendments that need to be completed to get that operational to assist with future maintenance on that lift station.

Motion by Trustee Jack Littrell, second by Trustee Jeff Keast to suspend the rules and have a second reading tonight.

Motion by Trustee Jeff Keast, second by Trustee Randy King to read Proclamation 21-331 in its entirety by Village Clerk Brian Simeur.

> Mayor Schore explained we will be postponing the Scout Week here in the Village due to COVID, hoping to reschedule this event in the spring.

Information: B. Mayor Updates

> Thoughts and prayers go to the family of Mr. Don Green, former Mayor of Kankakee for 16 years, who passed away on Sunday morning.

> Snow Ordinance/Removal reminders.

> Congratulations to Fire Chief Ed St. Louis who will be retiring at the end of this month. Thanked him for his 42 years of serving the Bourbonnais area.

> Village offices will be closed on Monday, February 15 in observance of President's Day. Board Meeting will be held on Tuesday, February 16, 2021 at 5:30 PM.
