No quorum; meeting informational only.

GUESTS: Officer Matthew Bonnie, Officer Matt Fichtel, Sgt. Christopher Whitfield, John Curran, Civil Service Atty.

OLD BUSINESS

NEW BUSINESS

Remarks from Officer Matt Bonnie regarding promotional credits not offered to canine officers.

Information provided via email. Specialty assignment credits earned at 1⁄2 rate per year. Believes canine unit should be considered a specialty unit because it is FT. Process of appeals denied. Is concerned with retaliation from command staff and being skipped on list. Was told that this is not something CS cannot fix but he doesn’t know because he has been given the run around. Appealed last Oct via chain of command via grievance.

John Curran, Civil Service atty, spoke on Civil Service governance. Civil Service does not have authority to dictate; it is on the City code. Home Rule municipality. Cannot overrule the PD or their preference. Management’s discretion regarding point distribution.
