City of Plano City Council Met Nov. 23.

A motion was made by Alderman Nadeau, seconded by Alderman Mulliner, to approve the minutes of the regular meeting on November 9, 2020.

WARRANTS:
A motion was made by Alderman Fawver, seconded by Alderman Williams, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated November 23, 2020 in the amount of $ 140,412.83.

INTRODUCTION OF GUESTS:
Guests and members of the press were welcomed by Mayor Hausler.
CITIZEN’S COMMENTS:
Mr. Brad Gardner requested the use of some of the City’s Christmas decorations to place at Plano Plaza. He would need 4 decorations. He is also asking for the City crew to install the decorations. Mr. Cyril Salvant made a request to have a meeting with the Personnel & Insurance committee to introduce additional insurance programs that he could provide to the City.
MAYOR’S REPORT: Bob Hausler
The Mayor provided a news release from IML that he would like the Aldermen to read. The news release is concerning COVID mitigations.
A motion was made by Alderman Nadeau, seconded by Alderman Mulliner, to allow Brad Gardner to borrow 4 Christmas decorations for Plano Plaza.

A motion was made by Alderman Nadeau, there was not a second. After much discussion regarding the City workers installing Christmas lights at Plano Plaza the motion was withdrawn. The liability is too great for the City crew to install for the Plaza.
PLANO AREA CHAMBER OF COMMERCE: Deana Lanham - Absent
CITY ATTORNEY: Tom Grant
Ordinance #2020-23 granting variation
A motion was made by Alderman Williams, seconded by Alderman Mulliner, to approve an Ordinance granting variation for setback at 1116 Sharp Dr., owners Eric and Pamela Brown. Roll Call:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner
Alderman Mulliner rescheduled his Webex meeting for December 9, 2020 at 6:00 pm to discuss transient business, computers and wild animal control.
BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt – nothing to report
Alderman DeBolt will schedule a meeting at a later date.
COMMUNITY DEVELOPMENT: Alderman Rennels
Alderman Rennels called a WebEx meeting for December 2, 2020 at 6:00 pm
FINANCE: Alderman Fawver
The committee approved the vendor run. A meeting was called for December 14, 2020 at 5:30 p.m.
PARKS: Alderman Johns
Alderman Johns will call a meeting at a later date.
PERSONNEL & INSURANCE: Alderman Williams
Alderman Williams called a WebEx meeting for December 9, 2020 at 5:30 pm to discuss insurance, pay increase requests, wage increases and new/old business.
SPECIAL EVENTS: Alderman Nadeau
Alderman Nadeau discussed the activities being worked on for Rockin’ Christmas this year. STREETS & UTILITIES: Alderman Eaton – Absent – Alderman Johns reported
Alderman Johns said the committee met on November 12 and discussed water rates, monthly billing, filling pools and watering lawns.
CITIZEN’S COMMENTS:
Mr. Salsbery said that he liked the Rockin Christmas activities that were explained. He stated that he could get other contractors to participate. Alderman Nadeau will speak with him. ADJOURNMENT:
