Ben Owerns spoke to the board on his concerns over the Budget. Owens is concerned with the Budget for Liability insurance given the lawsuit that has been filed.

Motion by Newberg second by Houser to appoint Kirk L Henry to the Rutledge Empire Drainage Dist. With term set to expire the first Tuesday in September 2023. Aye: Matthews, Newberg, Nimmo, Redman, Reece, Ritter, Wickenhauser, Houser, Tilley, Ennis, Ferguson. Motion carried.
