Staff Responses to Questions

Before each Committee of the Whole or City Council meeting, questions that have been posed by the City Council relating to the agenda for that evening will be posted to the City’s website. Below are the responses to this week’s questions.

Agenda Item 11: Municipal Bills for Payment 

1) City of Geneva: $2,167

Q: There are multiple charges for $191 and one charge for $257, what were these charges?

A: These are permit fee charges associated with the approved reimbursement programs. These programs require the use of an external contractor to conduct the plan reviews and inspections, so these fees are assessed to the Water/Wastewater Funds.

2) Communications Direct: Pager Charger and Cables, $1,044

Q: What department requires this, and why is this charger so expensive?

A: The Fire Department purchased eight charger sets for our new Unication G5 digital emergency alert pagers. The pagers were acquired as part of the regional FEMA grant when Tri-Com converted to the Starcom 21 radio platform. The chargers were installed in the station bunk rooms so that each firefighter could charge their pager while working their shift assigned shift. Each charger set was purchased for $130.50, which was below MSRP.

3) Continental Weather Service: $140 

DTN LLC $1,077

Q: Why do we need two different weather forecasting services, and could one be eliminated to cut expenses?

A: DTN LLC is a weather service utilized by all departments within the City, although primarily Public Works during the snow season. This service provides timely information for snow-fighting decisions and recommendations for when and what type of anti-icing strategy to use. This information is based on IDOT road temperature devices used throughout the local area, providing real-time information including dew point measurements, pavement temperatures, air temperatures, and wind chill.

DTN LLC provides detailed hourly forecasts and access to a meteorologist 24/7 that staff may submit site- specific questions related to storm events and forecast changes. They also provide seasonal forecasts, access to webinars that are used to assist with planning for construction, and historical weather reports that the City utilizes for risk management purposes.

The Continental Service provides a regional forecast that is used to ensure staff and equipment are prepared for snow/ice events. Continental also provides experienced condition reports from outside our region which allow staff to better judge the appropriate snow/ice control response. Information provided by Contentianl Services supplements the detailed forecasts provided by DTN LLC.
