Chair Wolff called the remote meeting to order at 7:00pm.

1. Roll Call

Members Present: Chair Wolff; Ald. Miller, Russotto, Beck, Knopp, Chanzit, Baerren (entered the meeting at 7:39pm), O’Brien, Callahan, Meitzler, Malay, Uher, Cerone and McFadden (entered the meeting at 7:32pm)

4. Matters From the Public (For Items NOT on the Agenda)

There were no matters from the public.

5. Resolution 20-081-R: Authorizing Final Balancing Change Order to the Contract with Performance Construction & Engineering, LLC, of Plano, Illinois for the Area 3 Storm Sewer Separation – Phase 2 in the amount of $12, 377.79 (AMP 6/4/20) CS Holm overviewed the memo with the Committee. He explained that when there was a Phase 2 project was approved last year as part of Resolution 19-067, it was approved with a 5% contingency. This is the 2019 project that we just finished construction of in the spring. We came up with a 5% contingency based on the stage of the completion of the plans and the budgeting process for 2019. The final contract, now in June 2020, the amount of $12,377.79 is more than the contingency amount. In the end, we have a 5.65% contingency amount so we do need to approve an overage of 0.65% for accounting purposes.

5. Resolution 20-081-R: Authorizing Final Balancing Change Order to the Contract with Performance Construction & Engineering, LLC, of Plano, Illinois for the Area 3 Storm Sewer Separation – Phase 2 in the amount of $12, 377.79 (AMP 6/4/20) CS

Holm overviewed the memo with the Committee. He explained that when there was a Phase 2 project was approved last year as part of Resolution 19-067, it was approved with a 5% contingency. 6. Project Status – Amending Executive Order 20-01 to Include Cocktails To Go (LN)

Newman reported on Friday the Mayor signed an amendment to his first Executive Order to include individual cocktails to go so long as they are in a sealed rigid container with the appropriate labeling.

Newman also reported on the following:

• The City obtained 28,000 medical masks and we would like to make those available to our residents who are having a hard time finding masks of their own. We are having a mask giveaway event this Sunday, June 14th from 8am-11am. From 8am-9am, it will be for seniors only. The masks will be given away two per person and ten per household. This event is being held at the Larsen Becker Parking lot. She thanked ESDA for volunteering to assist us with the handing out of those masks.

• Under our Batavia Reconnected we have a grant program that launched today. We have a pool of $80,000 that businesses could qualify for $1,500 per business. It is limited to retail, restaurants, salons, fitness and dance studios. It is to assist with the purchase of COVID related items, which includes hand sanitizer, touchless handles and foot handles, COVID sneeze screens, Personal Protective Equipment (PPE), signage and table and chair purchases for those expanding their outdoor seating areas. Applications are due by 5pm on Tuesday, June 16, 2020. A lottery will be held and fifty businesses would be selected for that program.

• City Council approved that South Water Street, between Wilson Street and the alley behind the Batavia shopping plaza will be designated as another outdoor dining area.

Public works will have this set up on Thursday, June 11th and be ready by Friday, June 12th.

• The Feasibility Study for TIF 6 that would replace TIF 5 will be on the next Committee of the Whole meeting on Tuesday, June 16th.

7. Other

Malay announced that the Boardwalk Shops are complete and they will open this Saturday at 9am.

8. Adjournment

There being no other business to discuss, Chair Wolff asked for a motion to adjourn the meeting at 7:11pm; Made by Cerone; Seconded by Malay. Motion carried.
