I. Call to Order. The meeting was called or order by Chair Brian Caputo at 8:32 a.m.

II. Public Comments. None.

III. Approval of the Minutes. The minutes of the committee’s April 2020 meeting were unanimously approved.

IV. Chair’s Report. Brian welcomed all committee members to the meeting and emphasized the importance of promoting census participation to the maximum extent possible despite the challenging circumstances presented by the coronavirus pandemic.

V. Update on City Complete Count Activities

a. Staff Reports. Dan Barreiro reviewed self-reporting progress for the city’s census tracts.

b. Mayor’s Office. No report.

c. DuPage County CCC. Brian Caputo reported that the county continues to send emails and updates on census promotion efforts to the CCC itself, but has not held many virtual meetings.

d. Kane County CCC. No report.

e. Kendall County CCC. Alderman Edward Bugg reported that Kendall and Will Counties are continuing their outreach, but not having meetings.

f. Reports from CCC Members. Clayton Muhammad and Dan Barreiro commended Dr. Norrell for the using billboards to promote census participation and working to increase participation in hard-to-count areas.

VI. Subcommittee Reports

a. Communications/Technology. Clayton Muhammad offered updates on marketing and communications.

b. Business. Jessica Linder Gallo provided an update on business outreach, including efforts through Rush Copley, the Prisco Center, continuing e-blasts, and updating materials for the current census timeline.

c. Community-Based. No report.

d. Faith-Based. Adrienne Holloway described the generation of a more extensive email list of faith-based organizations and continuing outreach efforts.

e. Education. Trish Rooney outlined continuing outreach efforts by educational institutions at all levels through social media.

VII. New Business. Dan Barreiro reported that there are new marketing items available. He also described Elgin’s efforts with outreach through food pantries and schools, as well as the internet, mail, and phone banks.

VIII. Adjournment. The meeting was adjourned at 9:35 a.m.
