CITY OF ELGIN: Elgin Mayor Ends State of Emergency Powers Related to Pandemic

City of Elgin issued the following announcement on July 3.

Mayor Kaptain terminates the emergency powers that were in place to assist the City during the peak of the COVID-19 pandemic, effective June 26 at 8:00 a.m.

On March 13, Mayor Kaptain declared a state of emergency consistent with the powers conferred on him under the Elgin Municipal Code. The proclamation of a state of emergency allows the City to assemble resources and personnel necessary to expedite emergency planning measures and to enhance the City’s ability to deploy a rapid response to threats posed by the COVID-19 pandemic.

Actions occurring under the Mayor’s state of emergency include:

Providing a $150,000 emergency loan to the City’s local food bank, "Food For Greater Elgin"

Allowing restaurants and bars to offer curbside take-out and delivery sales of alcohol

Issuing liquor license renewal extensions and fee relief to certain license holders

Establishing temporary daytime accommodations for people experiencing homelessness

Extending establishments’ current liquor license to include any City-approved temporary outdoor seating area

Enabling restaurants and bars temporary sales and delivery of "to go" mixed drinks/cocktails

Reserving hotel rooms for first responders in case of need to isolate

Purchasing personal protective equipment and sanitizing supplies

"I look forward to moving into Phase 4 but remain cautious," said Mayor David Kaptain. "We will continue to monitor the pandemic and do what is best to keep our community safe."

During Phase 4, restaurants and bars may continue offering curbside take-out and delivery sales of alcohol, operate City-approved temporary outdoor seating areas and continue the temporary sales and delivery of "to go" mixed drinks/cocktails.
