City of Geneva City Council met March 15.

CALL TO ORDER
The March 15, 2020 emergency meeting of the Geneva City Council was called to order at 8:30 p.m. in the Council Chambers of City Hall by Mayor Kevin Burns.
Aldermen present: Tara Burghart, Becky Hruby, Gabriel Kaven, Craig Maladra, Richard Marks, Robert Swanson
Aldermen attending by teleconference: Mike Bruno, Michael Clements, Dean Kilburg, Jeanne McGowan
Absent: None
Also attending: City Atty. Scott Fintzen, City Administrator Stephanie Dawkins
ITEMS OF BUSINESS
a. Consider Ordinance No. 2020-10 Related to the Emergency Powers of the Mayor and Local Disaster Declaration
Moved by Ald. Marks, seconded by Ald. Burghart to approve Ordinance No. 2020-10 as presented.
Mayor Burns explained the need to convene the emergency meeting due to the Covid-19 pandemic and emergency declarations made by state and federal government. Burns read aloud the proposed ordinance that included language pursuant to State statute related to enacting the emergency powers and local disaster declaration.
Fintzen continued, stating the other provision pertains to the mayor’s authority to declare a local disaster. He noted that the city code also addressed this and referred to the applicable code language.
Fintzen and Burns answered questions of the council related to the scope of powers given in the proposed ordinance, as well as special provisions enacted to the Open Meetings Act during the State of Emergency. Dawkins noted that no meetings were scheduled prior to April 6 at this time.
