Before each Committee of the Whole or City Council meeting, questions that have been posed by the City Council relating to the agenda for that evening will be posted to the City’s website. Below are the

responses to this week’s questions. In addition, we have included all public comments that were received in advance for the April 20, 2020 virtual City Council meeting.

Staff Responses to Council Questions Agenda Item 4. Public Hearings, Special Items and Presentations

b) Consider Approval of Ordinance No. 2020-12 Ratifying Actions Taken During Local Disaster Emergency.

Q: Page 69, Is this exhibit a list of all the properties impacted, and does the yellow highlight mean that a signed petition was received? Should this be indicated on the Exhibit? Will there be any impact on the 10 properties that did not sign a petition?

A: Yes, the exhibit is a list of all properties impacted and the yellow highlight indicated that a signed petition was received. This exhibit was presented for City Council’s information and not an official document of record (the petitions are the official record). As it stands, those properties who did not sign a petition will not be connected to City water unless at a future date those property owners change their mind and either enter an agreement with Waste Management before completion of the project or with the City at a later undetermined date.

Q: The agenda item to approve food trucks for the Geneva Park District event should make clear that the event will only take place if safe to do so.

A: This event was approved to facilitate the Park District’s deadline for printing the annual summer brochure. All parties are well aware that the event is subject to any federal, state, or local restrictions in place at the time of the event (including the possibility of cancellation).

Agenda Item 8. Reports 1) Financials

Q: Page 153, Are dollars and volumes by rate class available, and would this information be more meaningful than simply the average price per kilowatt hour (kwh) paid.

A: The Utility does not use data by dollars and volumes by rate class on a monthly basis. The average monthly price per kwh is useful since it is a value tracked within the industry and can be compared to other utilities.

Agenda Item 11. Municipal Bills for Payment

1) Enterprise Leasing Company of Chicago, $4,766.43

Q: Is there a list of the number of vehicles, as well as the terms, that are included in the Enterprise leasing bill of $4,766.43? Are any more vehicles on order from Enterprise?

A: The Finance Division maintains documentation relating to the vehicles and term sheets. As of the April billing, there are 13 leased vehicles with five-year leases except for the police squad vehicles that have four-year leases. There are four more vehicles that the City is waiting on delivery – a Public Works truck and three police SUVs.

2) Union Pacific Railroad Company, $3,587.14

Q: Have there been any discussions with Union Pacific Railroad about the ongoing feasibility of this arrangement? As Geneva is waiving collection of parking fees, the parking lot lease will not be financially sustainable if the shelter in place is extended, or, if rail ridership permanently declines.

A: We have not yet had discussions with the Union Pacific but are reviewing the lease arrangement and will initiate such discussions if warranted.

3) Valley Fire Protection, $575 & $2,544 (Service Calls) Q: What were these events?

A: These service calls were both for Fire Department Station No. 1 – to troubleshoot the out-of-service dry sprinkler system air compressor and to replace a corroded dry system sprinkler pipe.

Agenda Item 13. Presentation of Ordinances, Resolutions, Petitions, Bids

c) Consider Approval of Ordinance No. 2020-13 Amending Title 4, Chapter 2 (Liquor Control), Section 4-2-13 Adding One Class C-6 (Brewery) Liquor License for Art History Brewing at 649-653 W. State Street.

Q: When is Art History Brewing expected to open?

A: Once a liquor license is granted, Art History Brewing will be able to begin the process of brewing. They will not be open to the public until a fire suppression system is installed, which is contingent upon the water supply upgrade (see Agenda Item 13.m).

d) Consider Approval of Ordinance No. 2020-14 Amending Title 4, Chapter 2 (Liquor Control), Section 4-2-13 Adding One Class A-1 (Liquor Store) Liquor License for Binny’s Beverage Depot at 710 Commons Drive.

Q: Is the Binny's at the Common's an additional location or are they closing the one on 38 near Randall Road? When are they expected to open?

A: Binny’s will be relocating from their current location on Route 38 to this location. Based upon the latest permit review, it appears they are working to open as soon as able under the current unique circumstances.
