1. CALL TO ORDER

Mayor Burns called the meeting to order at 7:44 PM noting that all aldermen were present. 

2. Approve Regular Committee of the Whole Minutes from December 16, 2019 Moved by Ald. Swanson, seconded by Ald. Kaven V/V: 10-0 Motion carried.

3. Items of Business

a. Consider Draft Resolution Authorizing Execution of a Contract with WBK Engineering (including Geosyn/New Gen Strategies) in an Amount Not to Exceed $278,927.34 for 2020 Citywide Watershed Study.

Moved by Ald. Bruno, seconded by Ald. Maladra to approve the resolution as presented.

Asst. City Administrator McCready gave an overview of the measure. Director Babica, City Engineer Schiber and Greg Chismark, of WBK Engineering answered questions from

Ald. Kilburg, Clements and McGowan regarding IL regulations, long-term plans and whether the study can be accomplished regardless of weather during the time-frame. There being no further questions, the resolution was put to a vote.

AYES: 10 (Ald. Bruno, Burghart, Clements, Hruby, Kaven, Kilburg, Maladra, Marks, McGowan, Swanson) 

NAYS: 0

ABSENT: 0 MOTION CARRIED

b. Consider Draft Resolution Authorizing the Community Development Director to Lease Real Property Owned by the City of Geneva (Prairie Green Preserve) for 2020 and 2021 Crop Seasons at a Rate of $261.00 Per Tillable Acre.

Moved by Ald. McGowan, seconded by Ald. Burghart to approve the resolution as presented.

Asst. City Administrator McCready gave an overview of the measure. Ald. Kilburg asked about potential effects of crop yield on payment to the city. The Lessee was present to answer questions, but the decision was made to pull this item from the agenda to allow lease negotiations to proceed with city staff, and to be presented to the COW at a future date.

4. NEW BUSINESS / PUBLIC COMMENT

Madeline Roth commented on documentation showing that her former home was not listed on the National Historic Register.

5. ADJOURNMENT

On a motion by Ald. Burghart, the meeting was adjourned by unanimous voice vote at 8:13 PM. V/V: 10-0 Motion carried.
