City of Geneva Special Committee of the Whole met Feb. 18.

1. CALL TO ORDER
Mayor Burns called the meeting to order at 7:31 PM noting that all aldermen were present.
2. NEW BUSINESS / PUBLIC COMMENT

3. Approve Regular Committee of the Whole Minutes from February 3, 2020 and Special Committee of the Whole Minutes from February 10, 2020.

4. Items of Business
a. Consider Draft Ordinance Amending Title 6 (Police Regulations), Chapter 2 (Miscellaneous Offenses), Section 12 (Possession of Marijuana) and Section 13 (Possession of Drug Paraphernalia), of the Geneva City Code.

In response to a question from Ald. Kilburg on the amount of the fine for possession, Chief Passarelli confirmed the fine was $300.
b. Consider Draft Resolution Authorizing the City Administrator to Purchase Twenty-Four Sets of Structural Firefighting “Turnout” Gear for the Fire Department from W.S. Darley at an Estimated Cost of $47,000.

c. Consider Draft Resolution Authorizing Execution of a Contract with Benchmark Construction at a Cost of $110,825.00 with the Allowance of City Administrator to Approve up to $11,082.50 in Change Orders for a Total Not to Exceed Amount of $121,907.50 for Sanitary Sewer Lining Project.

In response to a question from Ald. Burghart as to why a joint contract with neighboring communities did not work out this year as in the past, Superintendent Van Gyseghem replied that other priorities and emergency projects encountered by all three communities caused a late start to contract negotiations which precluded a joint contract. He added that efforts are already underway to resume joint contract negations for the next year.
In response to a question from Ald. Bruno, Van Gyseghem reported that approximately 15% of the city sewer lines have been relined to date, and that some new PVC pipe has been installed as well. Van Gyseghem noted that some improvements in the system have already been observed as a result of these repairs.
d. Consider Draft Resolution Authorizing Execution of a Contract with Frank Marshall Electric at a Cost of $28,700 with the Allowance of City Administrator to Approve up to $2,870.00 in Change Orders for a Total Not to Exceed Amount of $31,570.00 for Water Plant Variable Frequency Drive Installation for Reverse Osmosis Unit #1.

e. Consider Draft Resolution Authorizing Execution of a Market License Agreement Between the City of Geneva and Bensidoun USA Inc. for the 2020 and 2021 Market Seasons.

f. Recommend Draft Resolution Authorizing Execution of a Farm Lease with Pitstick Farms for a Farm Lease at a Rate of $261 per Tillable Acre for the 2020 and 2021 Crop Seasons.

In response to several questions and proposals from Ald. Kilburg, a discussion followed with input from Director DeGroot, Director Babica, Mayor Burns, Attorney Sandack and Administrator Dawkins regarding potential benefits and detriments of a 2-year VS 1-year lease, possible other uses for the land and whether these might benefit the City, and whether issues with drainage exist because of farming the property. Burns spoke of benefits to the City with continuing the current leasing arrangement, and how alternative uses could be investigated in the future.
There being no further questions or comment, the matter was put to a vote.

Recommend Draft Resolution Authorizing Execution of an Extension of the Fisher Farms Special Service Area #16 Management Agreement with Real Manage, LLC for 2020, 2021, and 2022 at a Cost Not-to-Exceed $11,700.00 Per Year and Mutz Landscaping Inc. for 2020, 2021 and 2022 Landscape Maintenance Services at a Cost Not to Exceed $53,380.00.
