City of Geneva Community Mental Health Board met Jan. 14.

Here is the minutes provided by the board:

1. CALL TO ORDER / ROLL CALL

Chair Shogren called the meeting to order at 7:00PM.

Present: Fintzen (at 7:45PM), Gaines, Hamilton, Hollman (at 7:10PM), Kautz, Shogren, Wagner Absent: Gabriel

Others Present: Dr. Stephen Holtsford MD, Nate Latham with Lighthouse Recovery.

2. AMENDMENTS TO THE AGENDA None

3. OMNIBUS AGENDA ( OMNIBUS VOTE )

All items listed with an asterisk ( * ) are considered to be routine by the Mental Health Board and will be enacted by one motion. There will be no separate discussion on these items unless a board member or citizen so requests, in which event the item will be removed from the Omnibus ( Consent ) Agenda and considered in its normal sequence on the Regular Agenda.

4. APPROVAL OF MINUTES, PAYMENTS

5. Guest Speaker:

A. Chair Shogren introduced guest speakers; Dr Holtsford and Mr. Nate Latham from Lighthouse Recovery. Dr. Holtsford, an emergency department physician with Northwestern’s Delnor Hospital, and physician with Lighthouse Recovery; shared a PowerPoint presentation about opioid addictions as a treatable disease. Dr. Holtsford discussed the biological and physiological diagnosis of opioid disorder, as well as effective pharmacological treatment options and best outcomes for patients on those various medications. Stigma remains the largest barrier to treatments. Lighthouse Recovery also sees and treats patients at the Kane County Jail on Tuesdays and Thursdays where often times it is the first time these patients are receiving any kind of treatment for their addiction disorder.

B. Student liaison Anna Fintzen brought guest speaker; another GHS student, Emma, who spoke about the loss of her cousin last year to depression and anxiety. Emma has spearheaded fundraising efforts for mental health awareness and T-Shirts will be sold at the high school and during the girls’ basketball game on Thursday night January 30th, 2020. Funds raised will be donated to the Brain and Behavioral Research Foundation.

6. Chairperson’s Report:

Chair Shogren gave special thanks to board member Gaines for attending a leadership breakfast. Chair Shogren thanked board members Kautz and Fintzen for their presentation to the City Council in December and noted it as an excellent and very well received presentation.

Chair Shogren shared an article from the Daily Herald about a program in Aurora Township called Senior Sunshine offered through AID. This program makes calls to senior citizens for purposes such as; reminding them to take medications or to check on their general wellbeing. AID is proposing a Kane County affordable housing summit in late fall 2020 or early 2021. ACMHAI sent information about implementation of broadband connectivity internet accessibility called the Connect Illinois program. The program is promoting tele-health services, especially to rural communities where there is a shortage of services available.

Chair Shogren shared information received from AID, inviting the Geneva Mental Health Board to attend a Fair Tax Referendum on Wednesday Feb. 12th at 10AM at the AID Administrative Offices in Aurora.

Chair Shogren shared an article written about 708 Mental Health Board funding for the St. Charles Mental Health board and decisions to allow government agencies to apply for grant funds.

Chair Shogren shared an email received from an Alderman after hearing the December presentation, inquiring about funding. Chair and Vice-Chair will meet with the Alderman to further discuss.

Chair Shogren received an outreach message from an individual in the community who also works to help people who need services in special care planning. It’s possible there may be a presentation offered at a future date to be determined.

7. ACMHAI Report:

A. Summary of the December ACMHAI Meeting in Chicago attended by Member Hamilton Vice Chair Hamilton shared information from attendance of the ACMHAI meeting in December. There were two sections; the first included the IL Director of Health and Human Services discussing efforts to reorganize and streamline processes including Medicaid processes for service providers. Resources are also being diverted to address a lengthy PUNS list in the state of Illinois. The second half comprised of two attorneys discussing the legalization of recreational use of marijuana in the state of Illinois.

8. New Business:

A. Review Mission Statement and strategic Plan and revise if needed Vice Chair Hamilton commented she didn’t see any necessary changes.

B. Review Arc of the Year and revise if needed

Vice Chair Hamilton discussed that the Arc of the Year needs revision to align with the City’s fiscal year. The fiscal year changed to October in the City of Geneva. Roundtable discussion regarding specific items that may need modification for alignment; for example, the first two line items in June will need to be revised. It was recommended those be crossed off. Board member discussed moving the electing of board members and positions. It was discussed that once elected officers are voted in, they would take office at that time, in June, effective immediately rather than in September. Changes as discussed will be made and brought back before the board for review during the February 2020 meeting.

C. Confirm February Guest Speaker

Chair Shogren asked the board for suggestion for a February guest speaker. Student liaison Fintzen recommended a social worker from Geneva High School. Round table discussion on who has been in the past. Recommendation of the newly reconstituted Elder Day programs. Chair Shogren will reach out to those individuals.

9. Old Business:

A. Review November Funding Process and December City Council Address/Report Chair Shogren reached out to St. Charles 708 Mental Health Board seeking qualitative or quantitative data regarding what they state in their applications.

10. Public Comments, Mail

Chair Shogren shared a Thanksgiving card sent from Tri-City Family Services. Changing Children’s World Foundation sent a card thanking the board for funding awarded. Lazarus House sent a thank you card for funding. AID sent a thank you for funding awarded. Renz sent a thank you for funding awarded. Tri-City Health Partnerships sent their newsletter. Tri-City Family Services sent an invitation for their Emerald City Gala to be held at the Q Center.

11. Adjournment

Chair Shogren asked for a motion to adjourn. Motion by Kautz second by Wagner
