The consensus of the Committee was to move forward with this program. Newman stated that this would be brought back for discussion in a couple of weeks. Discussion is needed on locations and reducing cost. Final decision is needed by February 28th. There is a three
month lead time to add more bikes.

19. Ordinance 20-13: Approve New Drug and Alcohol Policy (WB 1/28/20) GS Bednarek discussed the drug and alcohol policy. No change pre-cannabis use. (2:07) This outlines it more specifically. Allows municipalities to prohibit the use of drug and alcohol on and off duty and are police officers and fire fighters. Public works are subject to DOT, CDL driver. Cannabis federally is still an illegal drug so they are still held to it.
Reasonable suspicion. Reviewed with supervisors. Always have been part of the policy.
