City of Geneva City Council met Jan. 21.

Here is the agenda provided by the council:

Agenda Item 11. Municipal Bills for Payment 

1) Municipal Code Corporation, $6,568.15

Q: How often is this charge incurred, and is it variable based on the number of code changes the City made?

A: This charge is typically quarterly based upon the number of code changes (as stated). This was a particularly large expense due to the update of the City Code relating to the downtown zoning updates that were approved in August 2019.

2) Nicor, $17,550.43 for Averill Road

Q: Is this charge for gas usage or a fixed charge? The same location incurred $17,455 in December and $17,936 in November.

A: Geneva has a four-year contract (good through Aug. 31, 2023) with Nicor to provide transportation and balancing services for the Geneva Generation Facility (GGF). This is mostly a fixed charge for pipeline service to GGF. There is a smaller variable component based on the volume of gas transported during the month. The purchase of natural gas is separate; this is for transportation only.

3) Speer Financial, $845

Q: What are various general obligation bond services, and how often do we incur them?

A: Annually we are required to submit financial disclosures that Speer coordinates and posts on its website for current and future bondholders. This is required pursuant to the bond documents.

4) Valley Fire Protection, $13,532

Q: What was the repair to the fire suppression tank? How expensive is a new fire suppression tank?

A: This is a Tri-Com Central Dispatch expense that was approved by the Tri-Com Board of Directors. Ultimately, the fire suppression tank will no longer be required once Tri-Com is connected to St. Charles’ water service (anticipated to be within the next 18 to 24 months).
