The data shows that 63 men and six women were released in the Elgin zip code. The median age of the parolees was 39. The youngest parolee was a 20-year-old man convicted of a property crime in 2017, and the oldest was a 64-year-old man convicted of a crime involving alcohol in 2017.
The offender who had been incarcerated the longest was Wayne Gall. He was convicted of a crime involving drugs in 1993, when he was 32 years old. He is now 58.
Under state law, paroled offenders are still in legal custody of the IDOC, meaning they can be taken back to a correctional center at any time if the state has probable cause or a warrant.
