A. Consideration of Spring Street and Park Street Single-Family Home Redevelopment Projects (No Cost)

Objective: Provide opportunities for neighborhood improvement projects with the assistance of federal funding sources through the transfer and redevelopment of vacant City-owned properties into owner-occupied, single-family homes by combining several federal funding sources.

B. Consideration of Consortium Agreement with Kane County Office of Community Reinvestment for the 2020-2022 HOME Investment Partnerships Program (No Cost)

Objective: Provide for the utilization of federal funds for projects targeted towards homeowner rehabilitation, homebuyer assistance and the development of affordable housing in partnership with the Kane County Office of Community Reinvestment.

C. Consideration of Adoption of a Resolution to Approve the List of Selected Recipients to Participate in the 2019 Historic Architectural Rehabilitation Grant Program (Total available funding: $100,000)

Objective: Increase the effectiveness of the use of historic grant program funds and award a grant to owners of historic landmark properties or those located within the City’s historic districts for exterior rehabilitation and restoration work to their residential properties.

D. Consideration of Acceptance of Public Improvements within the Stonebrook Subdivision ($28,069 estimated five-year maintenance cost)

Objective: Fulfill the City’s obligation to maintain reliable infrastructure for serving businesses and residents.

E. Consideration of Engineering Services Agreement with Collins Engineers Inc. to Provide Annual Inspection Services for the Kimball Street Dam 2019 – 2024 ($68,025)

Objective: Provide mandatory inspection and insure quality infrastructure to maintain the City’s investment in the Fox River and water treatment plant.

F. Consideration of Engineering Services Agreement with Infrastructure Management Services for Pavement Inventory and Rating Services ($129,990)

Objective: Perform pavement inventory and ratings to supplement previous efforts and provide pavement condition and maintenance cost information necessary to establish a multi-year pavement improvement plan.

G. Consideration of Agreement with Dewberry Engineers Inc. for Architectural Services for the City Hall Plaza Replacement ($168,400)

Objective: Restore the civic center plaza to include handicap accessibility, railings, benches and landscaping in the area.

H. Consideration of Professional Services Agreement for Asset Optics Implementation ($85,625)

Objective: Deploy Asset Optics software to improve staff working environment, productivity and support.

I Consideration of Agreement with Mad Bombers Fireworks Productions for the 2019 Fourth of July Fireworks (Estimated net cost of $20,000)

Objective: Continue to offer Fourth of July fireworks to the residents of Elgin.

J. Consideration of Initial Reimbursements of TIF Increment Pursuant to the Redevelopment and Financing Agreement with Gifford 300, LLC and Bluff City Materials Inc. Relating to the Bluff City Quarry TIF District and Proposed Amendment to Redevelopment and Financing Agreement to Remove Developer Notes ($369,375)

Objective: Pay to developer Bluff City Materials Inc. TIF increment as required by the City's redevelopment and financing agreement with Gifford 300, LLC and Bluff City Materials Inc. and amend redevelopment and financing agreement to remove references to developer notes.

K. Consideration of Waste Management Inc. Five-Year Contract Renewal for Refuse, Recyclables and Yard Waste Collection Services (No Cost to City—Direct Costs Passed to Customers) Objective: Provide comprehensive, customer service-centered refuse, recyclable and yard waste collection services to Elgin residents.
