A. Flash Report
Referencing a Power Point Presentation, Exec. Dir. Jeffers promoted May as Mental Health Awareness month. Mental Health impacts over 10% of the population, 7% of the population experiences depression and there has been an increase in suicide among children. Jeffers spoke about the imbalance of mental health services in the community and reported that Kane County has secured a $2.3M Grant to address mental health issues in children.
Jeffers promoted Children Mental Health Awareness Day event at Peck Farm on May 9, 2019. National Infant Immunization Week will be held April 27 through May 4, 2019. The Tobacco 21 Law has passed and will go into effect July 1, 2019. (Allan arrives @ 9:05 a.m.) (Thomas arrives @ 9:06 a.m.) Jeffers related that the occurrence of measles is on the rise. Board Member Silva, discussed the Adverse Childhood Experiences Score Survey (ACES). The results from the ACES test can provide an indication of how likely it is that a child will experience a mental health disorder. Brief discussion continued.
B. Resolution: Authorizing Exception to the County Financial Policies Regarding Personnel Hiring and Replacement.
This authorizes hiring a replacement to fill a vacant Community Health Specialist II: Environmental Health Practitioner position within the Department.

C. Presentation: Community Health Assessment (CHA) by Stacy Zeng, MS Community Health Planner
Referencing a PowerPoint presentation included in the agenda packet, staff Zeng discussed the 2018 Community Health Assessment. The statistic for people experiencing "Fair” and “Poor" mental health rose from 10.5% in 2015 to 17.8% in 2018. Childhood obesity in Kane County was significantly higher than national average at 36.9 %, up from 26.7% in 2015.The Survey indicated Kane County children are participating in less physical activity. Thomas shared concerns about how the Survey was conducted and suggested getting an update from the Fit for Kids program.

Referencing a PowerPoint presentation included in the agenda packet, Dir. Youngsteadt reported revenue has continued to exceed expenses. The first vaccine clinic of the year is April 24, 2019.
B. Resolution: Authorizing the Replacement Hiring of a Part Time Kennel Assistant
This authorizes hiring a replacement to fill one part time Kennel Assistant Position within the department.

7. Office of Emergency Management
Referencing a report included in the agenda packet, Int. Dir. Madison reported the Village of Montgomery has appointed a new Emergency Manager. Staff attended Continuity of Operations & Continuity of Government Plans and an active shooter training. The Office of Emergency Management met with representatives from the U.S. Department of Homeland Security's Office of Infrastructure Protection and the Federal Emergency Management Agency to discuss critical infrastructure in Kane County. The merging of the Office of Emergency Management and the Kane County Sheriff's Office was discussed.
