4. Monthly Financial Reports

Monthly financial reports were included in the agenda packet. Finance staff Waggoner reported in the General Fund the Coroner's Office continues to trend higher than the recommended budget for this time of year. Coroner Russell has indicated they will most likely exceed their budget for the year. A budget adjustment will be done after the final amount has been calculated. Finance is continuing to monitor each area in the Special Revenue Funds over the recommended budget. Each fund has enough cash to cover its current expenditures.

5. State's Attorney (J. McMahon)

State's Atty. McMahon reported their filings continue to trend higher than the previous year.

Chairman Lauzen stated that he has made a couple of requests for the total cost in time and hours of the State's Attorney and his prosecutors’ involvement in the Laquan McDonald case. (Starrett arrives @ 9:03 a.m.) He pointed out that time and hours translate into dollars. The State's Attorney is paid full-time through the county. In response, McMahon stated there is no increased cost to the taxpayers of Kane County. The salaries and benefits of the Assistant State's Attorneys are fixed costs. His office does not keep track of time spent on individual matters in either the civil or criminal division. Out of pocket expenses are being reimbursed 100% by Cook County. McMahon explained a change in the law that allows a public prosecutor from another county to take a case from a home county. The law does not allow his office to charge Cook County for personnel costs. Considerable discussion occurred.

6. Sheriff/Adult Corrections (D. Kramer)

A. Resolution: Authorizing a Contract for Janitorial Supplies for the Kane County Adult Justice Center

This authorizes the purchase and delivery of janitorial supplies for use by detainees housed at the Kane County Adult Justice Center (KCAJC) with funds from the FY2018 and FY2019 Budget in the amount of $105,000.00, from 001.380.382.60010 for the purpose of purchasing said janitorial supplies.

7. Judiciary & Courts (Chief Judge Clancy Boles/D. Naughton)

Chief Judge Boles stated the next EHM/Task Force meeting has been scheduled for September 10. They are at a point where they need to decide whether the funding is going to be available and sustainable to reinstate the program. She felt the county's budgetary process was not far enough along to make the determination on whether they could bring back the program and suggested rescheduling the meeting for October. There was a consensus for her to reschedule the meeting.

8. Court Services Administration (L. Aust)

The monthly report was included in the agenda packet. Dir. Aust presented the following resolutions:

A. Resolution: Authorizing Sex Offender Treatment Contract

This authorizes a contract with One Hope United for the provision of Sex Offender Treatment and Counseling, to commence September 1, 2018 through August 31, 2020, subject to appropriation.

B. Resolution: Authorizing Adult Drug Rehabilitation Court Contracts

This authorizes the execution of individual contracts with Gateway Foundation Inc. and Renz Addiction Counseling Center for a period of two years with the option to renew for two one-year extensions. The total cost to Court Services shall not exceed the sum of $221,800 for each year.

9. Juvenile Justice Center (M. Davis)

Monthly reports were included in the agenda packet. JJC Supt. Davis reported their July revenues are back on track.

10. KaneComm (M. Guthrie)

Monthly reports were included in the agenda packet. KaneComm Dir. Guthrie shared information on various trainings and public education events. She announced Jennifer Powell and Bryce Renninger have given their notices.

11. Merit Commission

A report was included in the agenda packet. Staff Zies noted they are in the process of testing. Applications for Corrections Officers will go out in October with a test given around October 25.

12. Circuit Clerk (T. Hartwell)

A monthly report was included in the agenda packet. Circuit Clerk Hartwell reported case filings are in a downward trend.

13. Public Defender (K. Childress)

Public Defender Childress reported their monthly report would go out tomorrow.

14. Coroner (R. Russell)

Coroner staff Engh noted the monthly report has been included in the agenda packet.
