1. Call to Order

4. Monthly Financial Reports

Monthly financial reports were included in the agenda packet. Finance staff Waggoner reported in the General Fund the Coroner's Fund has been trending slightly over the recommended amount for this time of the year, they will continue to monitor. In the Special Revenue Funds, areas over the recommended budget will continue to be monitored. (Starrett & Gillam arrive @ 9:03 a.m.)

A change in the agenda order followed.

5. Coroner (R. Russell)

Monthly reports were included in the agenda packet. Staff Carrera reported their numbers for the beginning of March are down slightly. The last week of March and beginning of April have had some very problematic cases. They have been doing some extensive testing on those cases.

6. State's Attorney (J. McMahon)

Asst. State's Atty. Gleason provided an update on the election hotline information. For diversion numbers, revenue shows a 3% decrease from the prior year. Felony case filings are trending 5% up from last year.

Gleason responded to questions. She presented the following resolution:

A. Resolution: Authorizing the Execution of an Intergovernmental Agreement Between the Illinois Department of Healthcare and Family Services and the Kane County State's Attorney

This authorizes an Intergovernmental Agreement between the Illinois Department of Healthcare and Family Services, the County of Kane, and the Kane County State's Attorney, for the provisions of legal services in child support enforcement for the fiscal year 2018. From July 1, 2018 thru June 30, 2019.

7. Sheriff/Adult Corrections (D. Kramer)

Monthly reports were included in the agenda packet. Sheriff Kramer reported most of the Public Safety employees out on workers’ comp will return to duty over the next couple of months. A traffic unit has been created to focus on DUI enforcement and distracted driving. The unit will start on Sunday. In Corrections, the detainee that was being housed in Kendall County has been sentenced. In a month, they won't have to pay out $1,800 in housing costs. The jail population has been manageable. They currently have around 20% with mental health issues. Grievances have remained the same. Kramer stated they are in the middle of union negotiations, he warned the committee of a possible work stoppage. Brief discussion followed. He presented the following resolution:

A. Resolution: Proclaiming May 15, 2018, as Peace Officers Memorial Day and May 13-19, 2018, as National Police Week in Kane County, Illinois

This authorizes a commemoration of police officers, past and present, the survivors of our fallen heroes, and formally designate May 15, 2018, as Peace Officers Memorial Day, and the week in which it falls, May 13 through May 19, 2018, as National Police Week in Kane County, Illinois.

Staff Naughton asked this resolution be tabled until next month.

9. Court Services Administration (L. Aust)

Court Svcs. Dir. Aust presented the following resolutions:

A. Resolution: Authorizing the Creation a Veterans Court Budget within Court Services

This authorizes the Court Services Department to administer the operational budgets for special problem solving courts.

Monthly reports were included in the agenda packet. Supt. Davis provided an update on the ongoing security system replacement. Their financial report is on file, he noted last month they generated the most revenue since October 2016.

13. Circuit Clerk (T. Hartwell)

Referencing the monthly reports included in the agenda packet, Circuit Clerk Hartwell noted the show a slight uptake in civil filings but overall filings are down because of fewer traffic citations. They have been moving forward with collections. They should receive about $200,000 in revenue from the monies that have been identified.

15. Executive Session

The committee entered into Executive Session at 9:23 a.m. to discuss the Release of Closed Session minutes.
