City of Elgin Committee of the Whole met May 9.

Here is the minutes provided by the Committee:

The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell (6:18 p.m.), Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.

Approval of Minutes:

Councilmember Dixon made a motion, seconded by Councilmember Gavin, to approve the minutes of the April 25, 2018, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Waste Management Recycle Often Recycle Right (RORR) Program Update:

Vaughn Kuerschner, Waste Management, presented an update of the RORR Program. The educational program, through efforts of residents and the partnership and support of the City, has significantly reduced recycling contamination in residential areas. Mr. Kuerschner noted that the rate of contamination dropped from 42% to 16% due to the RORR program.

There was discussion regarding efforts to further decrease recycling contamination and the most common items that cause the contamination. Also discussed was the spring clean-up services and the impact the weather had on this year’s program.

Consideration of Contract with the Kane County Child Advocacy Center for Services Relating to the Investigation of Sensitive Crimes Involving Children:

Councilmember Gavin made a motion, seconded by Councilmember Steffen, to approve the contract with the Kane County Child Advocacy Center in the amount of $35,000 to provide investigative and victim services for cases involving children who have been victimized by sexual or serious physical abuse. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Consideration of Resolution Approving Selected Recipients for the 2018 Historic Architectural Rehabilitation Grant Program:

Councilmember Dunne made a motion, seconded by Councilmember Dixon, to approve four recipients to participate in the 50/50 component and three recipients to participate in the 75/25 component of the Historic Architectural Rehabilitation Grant Program in the amount of $104,073 for exterior rehabilitation and restoration work to their residential properties. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Consideration of Agreement with Trotter and Associates Inc. for Design Engineering Services and Construction Engineering Services Regarding the 2018 Collector Street Resurfacing Program and Sanitary Sewer Lining Program:

Councilmember Powell made a motion, seconded by Councilmember Martinez, to enter into an agreement with Trotter and Associates Inc. for an amount not to exceed $342,150 to analyze, design, and prepare construction documents for the resurfacing of various collector streets and for the lining of sanitary sewer locations included in the 2018 Sanitary Sewer Lining Program. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Announcements from Council:

Councilmember Gavin thanked Barb Keselica and staff for making I-Fest a success. He noted that the Lt. Governor was impressed with the event and the community.

Councilmember Martinez commented on the Latino Film Festival and the Lt. Governor’s attendance. She also noted that the Sports Complex hosted two large tournaments, soccer and baseball, that brought close to 200 teams and their families to the city for the weekend. She also thanked Katie Thrun and Public Works for the efforts to clean-up the city’s right of ways.

Councilmember Rauschenberger thanked all that were involved in showcasing the city’s diversity through events such as I-Fest and Cinco de Mayo.

Councilmember Dunne invited the public to attend the Firefighter Memorial service to be held on May 12, 2018, at the Fire Barn Museum on St. Charles Street.

Councilmember Powell thanked the Downtown Neighborhood Association for the Cinco de Mayo event. Also, she noted the successful Strawberry Festival held at Bethlehem Church which is a fundraiser for the youth mission. Ms. Powell also thanked Waste Management for their presentation and efforts to make the city a leader in recycling.

Announcements from Staff:

Karina Nava, Management Fellow in the City Manager’s Office, announced upcoming city events.

Adjournment:

Councilmember Gavin made a motion, seconded by Councilmember Martinez, to adjourn and go into the Executive Session for the purpose of discussing the following matters. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

The meeting adjourned at 6:38 p.m.
