Batavia Park District Board met March 20.

Here is the minutes provided by the Board:

Regular Meeting – The regular meeting was called to order at 7:01 p.m. by President Callahan.

Roll Call – President Callahan called for the roll. Commissioners in attendance were Riley, Dorsey, Tilmon, Gray, and Callahan. Staff in attendance included Director of Capital Projects and Contractual Services Jim Eby; Director of Finance Aaron Gold; Director of Parks & Properties Eric Lacher; Director of Community Recreation Steve Golembiewski; Director of Marketing and Public Relations Katie Drum; Executive Director Allison Niemela; and Executive Assistant Shelley Kouzes. Also in attendance was Legal Counsel Jim Rock.

Pledge Of Allegiance – All stood for the Pledge of Allegiance.

Items Removed/Added/Changed On Agenda – Item number 17, Executive Session was removed from the agenda. Item number 15, New Business was moved to follow the Consent Agenda.

Consent Agenda – President Callahan entertained a motion to establish the Consent Agenda which included approval of the following: minutes from the Regular Board Meeting held February 20, 2018; minutes from the Executive Session held February 20, 2018; Paid Expenditures; Expense Approval Report; Investment Summary; Income Statement; and Approval of Purchases. Motion was made by Tilmon, seconded by Dorsey to establish the Consent Agenda. The roll was called. Ayes: Tilmon, Dorsey, Riley, Gray, Callahan. Nays: None. Abstain: None. Absent: None. Motion carried.

President Callahan entertained a motion to approve the Consent Agenda as established. Motion was made by Tilmon, seconded by Gray. A voice vote was taken and the motion passed unanimously.

New Business –

A. Award of Contract for Playground Replacement Projects at Big Woods Park and Payne Woods Park – Director Eby recommended awarding the contract for playground replacement projects at Big Woods Park and Payne Woods Park to Innovation Landscape Inc. in the amount of $177,964.86. Director Eby discussed the recommendation in detail.

B. Award of Contract for the Hall Quarry Beach Mechanical Systems Renovation – Director Eby recommended awarding the contract for the Hall Quarry Beach mechanical systems renovation to Maverick Pools Inc. of Lake Barrington, IL in the amount of $ $259,750.00. Director Eby discussed the recommendation in detail.

Motion was made by Tilmon, seconded by Dorsey. The roll was called. Ayes: Tilmon, Dorsey, Riley, Gray, Callahan. Nays: None. Abstain: None. Absent: None. Motion carried.

C. Batavia Dam Reconsideration of Joint Project Objectives – Executive Director Niemela suggested an alternative course of action regarding the objective to refresh the 2004 dam study as stated in the joint recommendation memo.

President Callahan entertained a motion to approve: 1) the joint recommendation to have the City request a proposal for preliminary engineering and cost estimates for the repairs identified in the 2016 report; and, 2) the recommendation to have the City and Park District pay for annual inspections with a detailed inspection every three years. Motion was made by Tilmon, seconded by Dorsey. The roll was called. Ayes: Tilmon, Dorsey, Riley, Gray, Callahan. Nays: None. Abstain: None. Absent: None. Motion carried.

Announcements – Director Drum read the following announcements: 1) The Depot Museum is bringing you a fun evening of historical programming on Thursday, March 27th at 6:00 p.m. in Shannon Hall. We’re going to roll the clock back to 1905 and meet Carry A. Nation, the infamous bar smasher, as she spreads the word about her crusade against the terrible influence of alcohol. The evening will start out with a Temperance Rally, complete with prohibitionist-approved refreshments, where she will tell you about her life’s work. Once riled up, the rally will progress to Pal Joey’s bar, which sells the “Demon Rum.” Mrs. Nation, with her ever-ready hatchet, will show everyone how she earned the title of “Bar-Room Smasher.” One drink ticket is included in the $25 regular admission fee; a cash bar is also available. Please call 630-406-5274 for more details; 2) The annual Easter Egg Hunt will take place on Saturday, March 24th! Be sure to bring your camera and see the Easter Bunny before the hunt begins. Everyone should meet at the pavilion by 9:45 a.m. Group leaders will divide children into age groups and take them to their separate hunt areas. At 10:00 a.m. the hunt will begin! Don't forget a basket to hold all those goodies. In the spirit of the event, participants are asked to please bring a non-perishable food item or paper product to be donated to the Batavia Food Pantry. Please carpool. Parking space is limited. Free Admission; 3) Join us at the Bark Park on Saturday, March 24th as your dogs hunt for Easter eggs filled with doggie treats. All dogs must be leashed during the event. Pre-registration is requested, but we will accept registration at the gate to the Bark Park starting at 11:00 a.m. The registration fee is $10 per dog. There will be pet-friendly vendors on-site from 11:00 a.m. - 1:00 p.m. A portion of the proceeds will benefit Anderson Animal Shelter. The hunt will begin at an earlier time this year, so be sure that you and your pooch are ready at 11:30 a.m. Sharp! The Doggie Egg Hunt is brought to you in cooperation with Rover.com and the Batavia Animal Clinic; 4) Save the date for the Bulldog Jog 3K on Thursday, April 26th. We’ll be hosting a scenic and fun walk with the Bulldogs Unleashed public art fundraising group at 6:00 p.m. at West Main Community Park. The first 50 participants will receive a special gift!

Executive Director’s Report – Executive Director Niemela presented the following highlights: 1) The Park District is in search of an alternate venue for the annual dance recital; 2) Last weekend the Batavia Women’s Club hosted a ShamRock & Roll fundraiser for the Depot Museum; 3) A Victory Garden seed swap was held at the Depot Museum; 4) The Depot Museum will host a Carrie Nation “bar smashing” event; 5) The Park District’s in-house Graphic Designer Miriam McKee designed an infographic on the benefits of walking; 6) The New Horizons 2018-19preschool program is accepting registrations; 7) Please subscribe to the Park District’s YouTube channel video series; 8) The Depot Museum was featured on WGN recently; 9) The Doggie Easter Egg Hunt will take place at 9:45 a.m. at West Main Community Park.

Staff Reports –

Executive Director Niemela introduced the new Director of Community Recreation Steve Golembiewski to the Board.

Director Gold advised the Board he attended the IMET investors meeting. New cell phones, computers and monitors were rolled out to employees according to the budget.

Director Lacher advised the Board picnic shelter rentals have increased over the last five years.

Director Golembiewski advised the Board 575 tickets were sold for the annual dance recital which is the highest to date. A total of 118 students are currently registered for New Horizons Preschool. Birthday parties are up from last year.

Director Drum advised the Board the Hall Quarry Beach Chuck the Duck mascot costume is being replaced. Marketing staff has scheduled a visit to Action Printing in Fond du Lac, WI, which prints the brochures for the Park District. Interviews will begin soon for a summer marketing intern and front desk staff.

Presentations –

A. Flag Day Memorial Monument – Austin Dempsey presented an update on the Flag Day Memorial Monument project. Board and staff discussed potential locations for the project.

Old Business –

A. Capital Development Plan Progress Report – Director of Capital Projects and Contractual Services Jim Eby updated the Board on the progress of current and upcoming projects.

Fox Valley Special Recreation Association – Fox Valley Special Recreation Association (FVSRA) Executive Director Carolyn Nagle presented an annual update. The Fox Valley Special Recreation Foundation (FVSRF) BBQ and Basket Raffle will take place Wednesday, April 11th.

Batavia Parks Foundation – The Batavia Parks Foundation is in search of new Board members.

Any Other Business To Come Before The Board – None.

With no further business to come before the Board, the regular meeting adjourned at 9:32 p.m. A voice vote was taken and the motion passed unanimously.
