City of Aurora DST Staff Council met March 27.

CALL TO ORDER
Mr. Sieben called the meeting to order at 10:00 a.m.

The following members were present: Mr. Sieben, Mrs. Vacek, Mr. Minnella, Mrs. Morgan, Mr. Broadwell, Mr. Thavong, Mr. Cross, Mr. Dibo and Mr. Hughes.

APPROVAL OF MINUTES
18-0277 Approval of the Minutes for the DST Staff Council (Planning Council) meeting of March 20, 2018.
A motion was made by Mrs. Morgan, seconded by Mr. Cross, that the minutes be approved and filed. The motion carried by voice vote.
AGENDA
17-00875 Requesting a Public Hearing to Consider the Revisions to Aurora's Comprehensive Plan to Change the Land Use Designation for the Property located at east of Commons Drive, west of Route 59, north of Montgomery Road and south of the Burlington Northern railroad tracks (City of Aurora - 17-00875 / KDWK-17.169-COMP - AM - Wards 8 and 10) Mr. Minnella said there are no updates as of yet.
18-0135 Requesting approval of Rental Housing related Text Amendments to Chapter 12; Article 2 “Building Codes”, Article 4 “Property Maintenance” and "Licensing of the Operation of Dwellings", Article 10 "Landlord - Tenant Leases", and a new Article 12 "Rental Licensing" (City of Aurora - 18-0135 / KDWK-18.042-TXT - ES - All Wards)
Mr. Sieben said this is proceeding.
18-0217 Requesting approval of a Plat of Vacation of Right of Way for Dancer Drive and the adjacent public utility easements, along the properties known as Lots 11-14 of Podolsky Orchard 88 Subdivision Phase 2 (The Missner Group - 18-0217 / SG12/2-18.048-VAC/ Fsd/R/SUPD/Fpn - TVWard 5)
Mrs. Vacek said I will be reviewing these this week and sending out comments.
Mr. Cross said I have sent comments out already.
Mr. Thavong said Engineering has sent out review comments already. There is still some internal discussion on the roadway improvements. We’ll get back to the developer on that.
Mr. Sieben said the roadway improvements meaning the intersection?
Mr. Thavong said correct.
Mr. Sieben said which is a separate issue, but will eventually come up on the agenda here.
18-0219 Requesting approval of a Final Plat Revision consolidating Lots 11-14 of Podolsky Orchard 88 Phase 2 Subdivision located at 1998 Melissa Lane and 2706, 2717, 2718 Dancer Drive, being located north and south of Dancer Drive and west of Melissa Lane, and establishing Podolsky Orchard 88 Phase 2 Resubdivision (The Missner Group - 18-0219 / SG12/2-18.048-VAC/ Fsd/R/SUPD/Fpn - TV- Ward 5)

18-0223 Requesting approval of a Final Plan Revision for Lot 1, Lot 14, Lot 15, and Lot 16 of Fermi Corporate Park Subdivision Phase Two at 2801 Beverly Drive for a Business and professional, office (2400) and Warehouse, Distribution and storage services (3300) Use (Vermeer Midwest - 18-0223 / BA36/4-17.259-Fpn/R - SB - Ward 1)
Mr. Broadwell said Zoning received its resubmittal yesterday. They cleaned up a lot of formatting issues. There are still a few things that need to be addressed. I think Fire had some issues regarding the hydrant.
Mr. Cross said I spoke with Deanne yesterday and I told her once I spoke with you I would call her back.
Mr. Broadwell said will you be sending out a review memo?
Mr. Cross said I’m going to just talk to her and just kind of confirm that those 2 spaces will be consolidated and then I will sent out the review memo.
Mr. Broadwell said and it sounds like they are still waiting for some engineering documents to come through. I think Tim is still waiting for a resubmittal.
Mr. Thavong said Engineering has sent out review comments. We are just waiting for a resubmittal.
Mr. Broadwell said we are hoping to move this forward for Planning Commission on April 4th, so I move to vote this out to Planning Commission next week. Mrs. Morgan seconded the motion. The motion carried unanimously.
A motion was made by Mr. Broadwell, seconded by Mrs. Morgan, that this agenda item be Forwarded to the Planning Commission, on the agenda for 4/4/2018. The motion carried by voice vote.
18-0240 Requesting to downzone the property at 707 W. Downer Place from R-4 Two Family Dwelling District to R-2 One Family Dwelling District (Jason & Nicole Robbert - 18-0240 / AU21/1-17.138-DZ - TV - Ward 4)
Mrs. Vacek said this will be going to a Planning Commission in the future.
18-0241 Requesting the Establishment of a Special Use Planned Development on the property located at 1424 Southlawn Place, to be incorporated under the existing Aurora University Special Use Planned Development approved by Ordinance No. 012-007 on February 28, 2012. (Aurora University - 18-0241 / AU20/3-18.032-Su/PD - TV - Ward 4)
Mrs. Vacek said this is going to go to Planning Commission on April 18th, so I will be voting it out in the next couple of weeks.
