3. Environmental (K. Anderson)
A. Proposed Kane Energy Efficiency Program (KEEP)
Development Dir. VanKerkhoff provided background on Property Assessed Clean Energy (PACE), which is a national program that helps commercial property owners’ finance and implement clean energy projects. Referencing a PowerPoint presentation not included in the agenda packet, VanKerkhoff stated the county's program would be called Kane Energy Efficiency Program (KEEP) instead of PACE, which is the name of the suburban bus service. (Barreiro arrives @ 9:02 a.m.) He shared an overview of KEEP noting the type of properties that would qualify for the program and eligible improvements. He listed benefits for property owners as well as the county. VanKerkhoff reviewed a map of other PACE enabled states. The county has the option of developing a selfadministered program or hiring an independent third-party administrator to help design the program. The administrator would not be a lender; they would match businesses with approved lenders. VanKerkhoff discussed the county's next steps. Considerable discussion followed.
4. Recycling/Solid Waste (J. Jarland)
A. Consumer Electronics Recycling Act Opt-In
Referencing a PowerPoint presentation not included in the agenda packet, staff Jarland provided an overview of the new Consumer Electronics Recycling Act (CERA) noting it completely replaces the old law from 2011. The bill has changed from a weight-based-goal model to a convenience standard based bill. She provided a comparison of the old and new bills. Jarland shared an overview of drafting the new bill. A trailer bill will be coming in 2018 to amend the bill by covering details that were overlooked. She discussed the rules and responsibilities of all the stakeholders. Jarland reviewed key implementation dates for CERA stating the new law goes into effect on January 1, 2019. She discussed the process for opting-in to CERA and provided the county's next steps. The new law stipulates the clearinghouse will assign a registered recycler to each participating county. They are hoping to be able to continue working with e-works as the county's preferred recycler. Brief discussion occurred. Jarland presented the following resolution:
B. Resolution: Authorizing the Consumer Electronics Recycling Act Opt-In
This authorizes Kane County to participate in the manufacturer electronics program and has authorized County staff to complete and submit the necessary documentation by the March 1 deadline in each year of the program.

5. Sustainability (J. Mino)
A. Film Festival
Referencing a flyer included in the agenda packet, staff Mino promoted the One Earth Film Festival on March 5 at Waubonsee Community College. The event will have a Sustainability Fair and showing of Rancher, Farmer, Fisherman. The county will be co-sponsoring this event in order to fulfill a state mandate.
B. SolSmart Designation
Referencing a PowerPoint presentation included in the agenda packet, Development staff Miller provided a review on the SolSmart program noting the U.S. Department of Energy funded the program. SolSmart implements the Kane County (KC) 2040 Plan and the KC 2040 Energy Plan. She discussed qualifications for the bronze designation. On February 2, Miller attended a presentation at Argon National Laboratory where 16 local governments received their various levels of designation. Kane County was presented with a Bronze Designation. In addition, Governor Rauner signed a proclamation declaring February 2, 2018 the day for SolSmart designations.
C. Upcoming Events
Referencing documents included in the agenda packet, Miller promoted the world's largest paddle sports expo "Canoecopia" on March 9-11 in Madison, WI and the 6th Annual Fox River Summit on March 23 in Burlington, WI.

Mike Rogers, a Kane County resident, discussed the Urban Volt’s Light as a Service (LAAS) program.
The program utilizes private investment money for energy efficiency programs, primarily upgrading industrial lighting to LED's.
