Village of Sugar Grove Board met Aug. 1.

Here is the minutes provided by the Board:

President Michels opened the meeting at 6:00 PM and asked that Trustee Geary lead the pledge lead the Pledge. The roll was then called.

Present: President Michels, Trustee Geary, Trustee Paluch, Trustee Koch, Trustee

Montalto, and Trustee Johnson.

Absent: Trustee Herron

Quorum Established.

Also Present:

Administrator Eichelberger, Clerk Galbreath, Finance Director Anastasia, Community Development Director Magdziarz, Attorney Andersson, Utilities Supervisor Merkel

PUBLIC HEARINGS

None.

APPOINTMENTS AND PRESENTATIONS

A presentation was given on the status of the interchange improvements at Sugar Grove Parkway and I-88. The project is moving along well and could possibly begin construction in 2020, pending funding.

PUBLIC COMMENTS ON ITEMS SCHEDULED FOR ACTION

President Michels called for any public comment. Resident addressed the proposed backyard chicken ordinance, in support.

CONSENT AGENDA

1. Approval: Minutes

2. Approval: Vouchers

3. Ordinance: Proposing an SSA for SG Center

4. Resolution: Authorizing a Pavement Marking Contract

5. Resolution: Authorizing a Hydrant Painting Contract

Trustee Geary moved to Approve the Consent Agenda as presented. Trustee Johnson seconded the motion. President Michels then called for a roll call vote.

AYE: Koch, Johnson, Geary, Montalto, Paluch

NAY: None

ABSENT: Herron

Motion Carried

GENERAL BUSINESS

Ordinance Amending Code 5-4 Animal Control Allowing for Chicken Keeping Trustee Geary moved to Adopt an Ordinance Amending Code 5-4 Animal Control Allowing for Chicken Keeping. Trustee Paluch seconded the motion. President Michels then called for a roll call vote.

AYE: Geary, Herron, Paluch, Michels

NAY: Koch, Johnson, Montalto

Motion Carried

Ordinance Allowing Motor Vehicle Repairs In Certain Zoning Districts Allowing Motor Vehicle Repairs in Certain Zoning Districts

Trustee Geary moved to Adopt an Ordinance Allowing Motor Vehicle Repairs In Certain Zoning Districts Allowing Motor Vehicle Repairs in Certain Zoning Districts. Trustee Montalto seconded the motion. President Michels then called for a roll call vote.

AYE: Koch, Johnson, Geary, Montalto, Paluch

NAY: None

ABSENT: Herron

Motion Carried

DISCUSSION ITEMS

Refunding Existing Bond Debt

Finance Director Anastasia explained the savings that could be achieved by refunding existing bond debt. The Village is currently looking to save $157,195 of current savings and $136,788 of present value savings which equates to 3.70%. The Village Board approved of staff moving forward with the refunding.

PUBLIC COMMENTS

President Michels asked if Linden Trees were becoming diseased. It was answered no, the reason they are losing leaves is do to Japanese Beetles eating the leaves. Staff will check on treatment.

REPORTS

Administrator Eichelberger reported Mr. Speciale is on

All Trustees stated that once again the annual Corn Boil was a success.

Trustee Geary read a letter of resignation as he is moving out of the community.
