1. Call to Order

3. Finance/Budget
The monthly financial reports were included in the agenda packet. Finance staff Waggoner reported there were no FY17 budget concerns to report at this time. She noted that because of the timing of the report, an additional payroll was included.

5. Executive Director
A. Flash Report
Referencing the monthly reports included in the agenda packet, Health Dept. staff Heaton highlighted Diabetes Alert Day on March 22, 2017. She stated that many people are not aware they may have pre-diabetes or diabetes and encouraged everyone to take a Type 2 Diabetes Risk Test. Heaton reported there are presently high levels of flu activity throughout the nation and our county, it is not too late to get a flu shot. She announced the Kane County Health Department has been part of a nationwide plan working on tracking the Zika virus. The CDC has awarded the county with additional field support for Zika virus surveillance.
B. Testing for Lead Fact Sheets
Referencing documents included in the agenda packet, Heaton highlighted Public Act 00-0922 and the school’s responsibilities regarding lead testing. Heaton reported they have distributed the IDPH testing protocol to all the county's schools and centers. She noted the DCFS regulates childcare centers and have been working to adopt rules for lead testing. The Kane County Healthy Places Coalition has also been helping educate childcare providers and schools on lead testing. Brief conversation occurred.
C. Kitchen Law Overview Presented by Julie Wiegel, LEHP and Theresa Heaton, MPH
Referencing a PowerPoint presentation included in the agenda packet, Heaton and Wiegel provided an overview of the Kitchen Law passed in June of 2014. This law allows a home kitchen operator to produce up to $1,000 worth of product per month with certain stipulations. Home Kitchens can be considered businesses but need to comply with local and state laws, tax collection, zoning regulations, and other requirements necessary. She discussed food safety practices along with the dangers of food contamination and communicable diseases. Heaton compared the pros and cons of adopting the Illinois Kitchen Law as written and provided some recommendations for the county. Considerable discussion followed. (Allan arrives @ 9:24 a.m.)

D. Resolution: Proclaiming May 11, 2017 as Healthcare Worker Appreciation Day in Kane County
This proclaims May 11, 2017 as Healthcare Worker Appreciation Day in Kane County, and urges all residents to recognize the many contributions of healthcare workers.

E. Centers for Disease Control and Prevention (CDC) Zika Surveillance
Heaton reported Kane County Health Department is one of fifteen departments from across the nation taking part in a project with the CDC. The CDC has provided the county with a field staff worker for the next year and a half to assist with Zika virus surveillance. Representatives from the CDC will be at the Health Department over the next couple of days to learn about our services and challenges within the community. Chair Silva noted the field staff was made available through a grant awarded to the Kane County Health Department. The CDC staff person represents a high caliber employee within their field.
6. Animal Control
Monthly reports were included in the agenda packet. Admin. Youngsteadt reported their revenue has continued to exceed their expenses. They are still on track to pay off their final payment to the county by the end of the year. Youngsteadt noted that they have expanded their educational programs by offering free animal safety classes to schools and various clubs within the county. He shared a video clip that provided an overview of their services and the pet adoption process. Youngsteadt gave an update on a construction project and purchase made possible through a donation from the Jane M. Peterson fund.
7. Office of Emergency Management
Monthly reports were included in the agenda packet. OEM Dir. Bryant provided an update on the continuative operations plan they have been developing for an emergency at the main county campus. He showed a video from a training exercise on February 9, 2017 involving the disaster management team responding to a fire at Government Building A. Bryant discussed topics of consideration that included restoration priorities of essential services and relocation of each department. Considerable discussion followed. (Starrett arrives @ 9:55 a.m.)

Starrett reported the CDC arrived today for their visit to the Health Department. She announced that the county has been awarded a field staff worker through the CDC to assist with Zika virus tracking.
12. Public Comments on Non-Agenda Items
Mr. Ray Daughan, resident of a transitional living facility in Aurora, reported since the last committee meeting he was hospitalized for the ninth time due to what he believes is illegal smoking inside of his healthcare facility. He stated that he and many community members maintain that the smoke-free law has been violated. Daughan noted that he canceled the last meeting with Dir. Jeffers because he was preparing for an upcoming hospitalization. He stated that in a recent conversation with Dir. Jeffers, she said they would not be able to reschedule another meeting until mid-March. Daughan reported during the last hospitalization, he felt he was forcefully discharged due to issues with our latest healthcare insurance crisis. He said he has become very sensitive to low and moderate amounts of smoking and asked the members of the committee work to resolve this issue.
Chair Silva announced that the meeting has been rescheduled for after the next Public Health Committee meeting in March. She explained that this date was chosen due to scheduling conflicts between the various individuals needing to attend.
