Barrington Hills board purchases new police vehicle

The village of Barrington Hills Board of Trustees met Sept. 26 to purchase a new police vehicle.

Board discussed the format of the minutes. Some members expressed that they felt that these minutes

were too voluminous as written and did not accurately reflect what occurred at the meeting.

Board continued discussion of the format of minutes. It was the sense of the Board members that the

minutes should be rewritten in a concise manner, and members of the public were invited to listen to the

The Treasurer reviewed the items on this month's Treasurer's report.

Accept Police Pension Board’s Report for August 2016

Croll reviewed specific details of the report. McLaughlin stated that the Village recently received a

request from the Pension Board for funding for 2017. Board discussed the management of the fund and

expressed that there is a need for improvement. It is stated that the Village has no control over the

managements of the funds; the Pension Fund is another entity.

Board discussed various bills. Kosin and Attorney Bond reviewed the reasons for the high FOIA bills.

Treasurer draws out costs for Police, OMA and Village FOIA. Board discussed PAC Attorney review

items and the inability to recoup costs.

Formal agreement for services with Lauterbach & Amen going forward. Will provide a backup and

internal control for the Village. In addition to Attorney review, Harrington asked that they represent

they have workman’s comp coverage.

Reject 2016 Drainage Program

Engineer Strahan stated that the project was expected to be less than $15,000, but the low bid came in

around $30,000. Engineer recommends that all bids be rejected and bundled with a 2017 road project.

Board discussed how the priority of projects is determined.

Approve Resolution Accepting a Plat of Dedication of Roadway known as Church Road

Kosin reviewed the reasons for the resolution. Previously a prescriptive easement, this makes it a

dedicated right-of-way.

Approve Resolution Authorizing the Purchase of Police Vehicle by the Village of

Barrington Hills

This vehicle would replace the totaled vehicle from June 2016 accident. The Village has received a

reimbursement for a portion of this cost from our insurance carrier.

Gopin matter will be discussed in executive session. Steeplechase demo permit has been approved, but

has not yet been picked up.

ZBA Monthly Report

The ZBA voted on the “Drury” Text Amendment, and voted to not recommend its approval. They agreed

to continue discussing how to frame an ordinance that meets the needs of all residents.

Approve Ordinance Amending Regulations Regarding Scavengers as set forth in Title 7,

Gohl reviewed the memo from the Heritage & Environs Committee. Board discussed that they do

believe that garbage bags placed along the street are an issue. The Board expressed that the ordinance

before them is a good start but should be modified before approval.

Current Chairman Kenneth Bosworth will be moving his residence out of the Village and has issued his

resignation effective October 1, 2016. Cools currently serving as Vice Chairman and has already

successfully chaired several meetings.

The Board thanked Ken for his 16+ years of service; his leadership will be missed.

Approve Ordinance Amending Amend Regulations Regarding Bonds for Raffles set forth
