Village of Elburn Committee of the Whole met March 2

Board Members Absent: John Bolger
Staff Members Present: Village Administrator Chris Ranney, Finance Director Doug Elder, Village Attorney Bill Thomas, Deputy Police Chief Erich Schlachta; Public Works Director Phil VanBogaert; Village Engineer Julie Morrison; Sgt Shepherd
Others Present: Paul Dickey, Kane County Chronicle reporter Susan O’Neill, Mike Menglin Xu, Kevin Mengql Xu, Mary Caraher, Dirk Krueger, Bill Earle, Meg Muschong
1. CALL TO ORDER – Mayor Walter called the meeting to order at 7:16 PM.
2. ROLL CALL – A roll call ensued.
3. PUBLIC COMMENT – None
4. DISCUSS:
a. Sugar Grove Boundary Line Agreement Update – Village Admin Ranney led the discussion. The proposed boundary generally follows Fabyan Parkway, Main Street, Route 47, Seavey Road, and Interstate 88. The boundary previously reviewed by the Board has been changed to include a residential area in Elburn’s jurisdiction. A public hearing is scheduled for the next Village Board meeting. Discussion ensued. The initial boundary wanted by the Village of Elburn was Green Road. There was agreement to go back to Sugar Grove with Green Road as the boundary. Ranney will contact the Village of Sugar Grove regarding this change.
b. Fiscal Year 2027 Public Works Draft Budget Review – Finance Director Elder made opening comments. We are still in the budget planning stage. The next step is to consolidate the budget with all departments and funds and conduct a public hearing before final budget approval. Public Works Director VanBogaert presented the budget. After the presentation, there were no further questions or comments.
c. Police Station Update – DC Schlachta presented. Construction is fully underway. The IT server will be moved this week, resulting in a temporary network outage. Some Village staff members will move their offices into the Village Hall Board Room beginning approximately March 27, 2026. During this time, all public meetings will be held at the Elburn American Legion at 112 N Main Street until construction is complete.

6. ADJOURNMENT – Trustee Gonzales moved to adjourn the meeting at 7:45 p.m. The motion was seconded by Trustee Mussano and passed by a unanimous voice vote.
