City of Elgin issued the following announcement on Oct. 10.
You may notice construction equipment and work taking place on the City-owned riverfront property north of the Gail Borden Public Library. There is nothing being built at this time. Rather, environmental remediation work is underway. The work includes soil excavation, removal and replacement, followed by top soil and seeding to restore the site. Fencing along Ann Street was installed and the impacted portion of the bike path is closed. This work will bring the site to the highest level of Illinois Environmental Protection Agency (IEPA) remediation standards for future development opportunities. The work should be completed before the end of the year.
