City of Geneva Cultural Arts Commission met Feb. 6.

Meeting Minutes February 6, 2020

Commission Members Present: Chazmin Baechler, Amy Cook, Kent Gallagher, Kevin Heckman, Doug Holzrichter, Jan Schmuckal, Dana Teichart, Tim Vetang

Commission Members Absent: Alexia Monaco

Also in Attendance: Cate Tracy, City of Geneva

1. Call to Order: Chairman Vetang called the meeting to order at 7:02 pm.

2. Amendments to Agenda: Agenda stood as presented.

3. Approve Minutes – November and December, 2019

November minutes were approved as presented. Holzrichter suggested the verbiage for the Foundation update report in the December minutes should have read, “The development of a fundraising plan and establishing goals for the Arts Center is progressing.” Motion was made by Schmuckal, seconded by Baechler to accept December minutes as amended. Motion was approved unanimously.

4. Review Financial Reports ‐ Holzrichter

Fund Equity Balance $43,329.82. Financial Reports were accepted as presented.

5. Update on Future Fringe Fest 2020 – David Rice and Gail Gaboda

A four‐page proposal was presented to Commissioners with details about the event. The overall financial request for Fringe Fest is $3,525. A motion to accept the proposal as a new GCAC event was made by Schmuckal, seconded by Gallagher. The Fringe Fest would replace Film Fest and be a great opportunity for an education and arts program. Motion carried unanimously.

6. Street Performer Series Concept – Baechler

Plans are still in progress. Approximate cost of $3,500 would be split between the City and the Commission, if approved. Baechler will bring more information in the near future and continue to work out details.

Schmuckal suggested weather contingency plans are set.

Heckman commented that the two new programs could be too similar and suggested the presentations highlight the difference. Baechler moved to propose to the City to adopt the Street Performer Series, Heckman seconded. Motion was approved unanimously.

7. Reports

a. Foundation Update ‐ Holzricher

The Foundation welcomes two new Board members, Heidi Kinsler and Judith Hicks. The next meeting is Feb. 13 to establish and/or discuss a fundraising plan. 

b. Steeple Walk ‐ Gallagher

Total revenue from the 2019 event was $4,290 with a net profit of $2,170.38. Heckman proposed that if the number of performances and performers were expanded, we could increase the attendance and revenue. Discussion was held and Gallagher will explore suggestions. 

c. Shakespeare in the Park – No report 

d. Summer Series ‐ Lisa

Agreements are in development and four bands have agreed to participate. They include the Illinois Brass Band, The MacCartyns, Good Clean Fun Band, and Alibi. 

e. Geneva Fine Art Fair Booth 2020 – Vetang

GCAC has a booth during the end of July for the Fine Arts Fair. 

f. Orion Ensemble – No Report 

g. Mural Project – No Report 

h. Sculptured Bicycle Rack – Schmuckal

Christopher Leslie has begun work on the new bicycle rack, “Skyward,” and plans to be finished in mid‐March. The Geneva Public Library and Public Works Department have approved an area in the ROW for the new bike rack. The approximate cost will be $8,000, split between the Library and Arts Commission. 

i. Gimme Shelter Bus Stop Art – Schmuckal

Schmuckal will coordinate the development of new student art to be considered for the 2020 installation of bus stop murals. She will need to purchase paper for the artwork. 

j. Art on Fire – No Report 

k. Commissioner Comments and Events

Vetang met with the City Administrator about Commission activities and fundraising questions. In March or April, the Administrator and/or Attorney will update CAC on fundraising options. The City Attorney is tasked with rewriting the ordinances to follow the non‐home rule state law.

Teichart read a thank you note from former Commissioner Carolyn Hill. 

8. Public Comments – There were none.

9. Adjourn ‐ Motion to adjourn was made by Heckman and seconded by Schmuckal.

Meeting adjourned at 8:49 pm.
