City of Aurora Planning Council met Nov. 19.

Here is the minutes provided by the council:

CALL TO ORDER

Mr. Sieben called the meeting to order at 10:00 a.m.

ROLL CALL

The following members were present: Mr. Sieben, Mrs. Vacek, Mrs. Morgan, Mr. Broadwell, Mr. Sodaro, Mr. Dick, Mr. Phipps, and Mr. Cross.

OTHERS PRESENT

Others Present: Mike Frankino (Fox Metro) and Jon Monsma (Invest Aurora).

APPROVAL OF MINUTES

19-1038

Approval of the Minutes for the Planning Council meeting on November

12, 2019.

A motion was made by Mrs. Vacek, seconded by Mrs. Morgan, that the minutes be approved and filed. The motion carried by voice vote.

PUBLIC COMMENT

AGENDA

19-0825

Requesting approval of a Final Plan for Lot 3 of Citizens First National Bank Business Park Subdivision located at 1521 Ogden Avenue for a mixture of Business and Professional, Office (2400), Retail Sales or Service (2100), and Restaurant with a drive-through facility (2530) uses (Param Vijay - 19-0825 / OS01/1-19.054-Fpn - JM - Ward 9)

Mrs. Morgan said Planning spoke to the architect and Engineering spoke to the engineer. They are working on the resubmittal. Hopefully the architect believes it should come in this week.

Mr. Phipps said there is nothing new from Engineering.

Requesting approval of an Annexation Agreement for 67.57 acres located at the southeast corner of Ogden Avenue and Farnsworth Avenue for KEKA Farms Development (KEKA Farms, LLC / K. Hovnanian Homes - 19-0961 / OS01/1-18.150-PA/A/SUPD/Ppn/Psd - TV - Ward 9)

Mrs. Vacek said I sent out comments on the Annexation Agreement as well as Engineering comments went out. I will be finishing up the Plan Description review and sending out those comments. I have not reviewed the full plans yet. I just wanted to make sure that the Petitioner was aware of what was going to be required prior to actually reviewing the Concept and the Preliminary because it is going to change the layout of the residential.

Mr. Phipps said Engineering comments went out this week. We are waiting for a response.

Hovnanian Homes - 19-0963 / OS01/1-18.150-PA/A/SUPD/Ppn/Psd -

TV - Ward 9)

Mrs. Vacek said I sent out comments on the Annexation Agreement as well as Engineering comments went out. I will be finishing up the Plan Description review and sending out those comments. I have not reviewed the full plans yet. Requesting to rescind and vacate Ordinance Number O14-069 for a Special Use Permit for a medical cannabis dispensing facility use on the property located at 1271 N. Lake Street, Aurora, Illinois, 60506 (The City of Aurora - 19-1018 / AU10/3-19.226-SU - TV - Ward 6)

Mrs. Vacek said this did not get a license through the State. There are conditions on this that have not been met, so we are looking to revoke this just to kind of clean up

all of these cannabis related uses. They either didn’t start construction to move in or they didn’t meet the conditions of the Ordinance that was passed, so the city is looking to revoke this. I make a motion to move this forward to the Building, Zoning and Economic Development Committee next week on November 27th. Written notices have been sent out to the applicants and the current owners, so they are well aware of us looking to revoke this, or they should be well aware of that. Mrs. Morgan seconded the motion. The motion carried unanimously.
