Village of Elburn Committee of the Whole met Feb. 21.

Here is the agenda as provided by the Committee:

1. Call to Order-Mayor Anderson called the meeting to order at 8:39 PM.

2. Roll Call – A rol call vote enSued.

3. Public Comment - None

4. Discuss Anderson Road Connection in Blackberry Creek - Trustee Walter said Blackberry Creek residents wanted to address the Board objecting to the extension of Anderson Road south of Keslinger Road into Blackberry Creek. In that no Blackberry Creek residents are present, it is assumed there are none. Attorney Bill Thomas gave an update on litigation. All parties were served in January. One defendant (a Batavia agency that purchased one year of delinquent taxes) has come forward who plans to participate in the process. Thomas anticipates we will move to default the remainder of the defendants. In that the Village's litigation will not be taking all of the property, the Batavia agency's lien will attach to the remainder of the property. We are getting closer to the relief We are seeking.

5. Discuss Allowing "Esie's Place" in 15 Rt. 38 - Petitioner Hal Lieberman and facility manager Chuck Knoblauch were present. Lieberman gave a background on "Elsie's Place" which offers gaming, liquor and food and has eight other locations. Knobfauch stated bottled beer and wine will be served and five gambling machines at the Elburn location. Elsie's Place is a very relaxing atmosphere and hours can be what the liquor license allows but anticipate staying open until 11:00 or midnight. A typical customer will be 35-55 years of age who doesn't want to go to the casino or to a typical bar. Lieberman said Elsie's Place typically focuses on areas with dense retail areas but is now looking for areas with less competition in a market that has decent retail-and Elburn came on the radar. The menu is altered based on each location. Elsie's Place has a clean record from the gaming boardthis is a long time family business. Knoblauch will provide Nevenhoven with Elsie's Place locations nearest to Elburn. With licensing and inspections, the facility should open in 2-3 months. Lieberman said Elsie's Place has been involved on a local level and has donated to local causes from time to time and has joined some local chambers. Knobiauch will meet with neighbors in the area and will meet with others in the community to make sure there are no objections. Lieberman and Knoblich will stay in contact with Village Admin Nevenhoven and Building Commissioner Brennan.

6. Discuss FY2017-18 Budget - Small Funds - Elder presented the draft which does not include salaries. Large Funds (Public Works and Police Department) will be presented on March

7. Discuss Willage Administrator Job Description and Village Ordinance Chapter 234 "Village Administrator" - Mayor Anderson said this was discussed previously and there was consensus the ordinance is to be simplified and the job description will include more detail. Nevenhoven said he worked with Attorney Britz on the current draft. Nevenhoven will send an email of the positionljob description to the Board who will provide feedback. Nevenhoven will consolidate the feedback and present back to the Board for further review and discussion.

9. Adjourn - Trustee Gualdoni moved to adjourn the meeting at 9:31 p.m. The motion was seconded by Trustee Schuberg and passed by a unanimous voice vote.
