City of Batavia City Council met Oct. 17.

Here are the minutes provided by the council:

1. MEETING CALLED TO ORDER

The Mayor called the meeting to order at 7:30 pm.

2. INVOCATION followed by PLEDGE OF ALLEGIANCE

Alderman Miller led the Pledge of Allegiance.

3. ROLL CALL

Aldermen in attendance at roll: Miller (7), Russotto (6), Beck (5), Chanzit (3), Wolff (2), Solfa (1), Baerren (1), Leman (2), Ajazi (3), Uher (5), Cerone (6)

Mayor Schielke requested to move item 12 to item 7, item 10 to item 8, and retain item 9 to item 9. The rest of the agenda will proceed in order thereafter.

7. OATH OF OFFICE: Probationary Police Officer Aaron Riley formerly item 12

Mayor Schielke administered the oath of office to Probationary Police Officer Aaron Riley.

8. PRESENTATION: Kane Vax Appreciation Award – Corrine Pierog, Kane County Board Chair formerly item 10

Kane County Chair Corrine Pierog addressed the council. She noted that the Kane County Vax Hub served more people than any other county outside of Cook and served as a training ground for other communities on how to efficiently administer vaccine doses. She offered the congratulations to the City of Batavia, Mayor Schielke, and Board Member Dave Brown, and Batavia’s Chief of Police and Fire Chief.

She presented the Heart of Public Health Award to Mayor Schielke and the City Council. 9. PROCLAMATION: Foreign Exchange Students AFS-USA formerly item 9

Mayor Schielke read the proclamation. Lisa Stoneberg introduced the students who have participated as foreign exchange students in Batavia this year. Mayor Schielke presented them each with a copy of Historic Batavia.

Motion by Ald. Wolf , seconded by Ald. Solfa, to approve the proclamation. Motion carried 14 yea/ 0 nay/ 0 absent.

10. MATTERS FROM THE PUBLIC: (For Items NOT on the Agenda) None seen.

11. PUBLIC HEARING: 7:35 PM – Special Service Area 69 For Winding Creek Subdivision

Mayor Schielke opened the public hearing at 7:55 PM.

Motion by Ald. Wolf , seconded by Ald. Baerren, to adjourn the public hearing. Motion carried 11 yea/ 0 nay/ 3 absent.

12. PRESENTATION: Lisa Hitchens – BPS 101 Referendum

Superintendent Lisa Hitchens addressed the Council regarding the upcoming referendum on the November 2022 ballot. She was accompanied by CFO Tony Inglese. Please review the recording for comments in full.

Ald. Wolff asked why certain school buildings were chosen over older buildings. Inglese explained that the original construction of the buildings in question was substandard and they are therefore in need of the most work.

13. MAINSTREET MINUTE

Director Beth Walker delivered her report on the recent and upcoming activities of Batavia MainStreet. She introduced Kristin Desler as the organization’s new assistant director. Please review the recording for comments in full.

Ald. Cerone asked for clarification on the dates and times of the Farmers Market.

14. ORDINANCE 22-44: Establishing Special Service Area Number 69 – Winding Creek Subdivision (DMR 10/4/22 COW 10/11/22 14/0) CD

Motion by Ald. Wolf , seconded by Ald. Solfa, to approve the ordinance. Motion carried 11 yea/ 0 nay/ 3 absent.

15. ORDINANCE 22-45: Demolition COA For 107 Union Ave (JA 9/30/22 COW 10/11/22 14/0) CD

Motion by Ald. Wolf , seconded by Ald. Cerone, to approve the ordinance. Motion carried 11 yea/ 0 nay/ 3 absent.

16. ORDINANCE 22-46 AN ORDINANCE Authorizing The City Of Batavia, Kane And DuPage Counties, Illinois, To Issue Sewerage Revenue Bonds In An Aggregate Principal Amount Not To Exceed $35,000,000 In Evidence Of Loans Issued Pursuant To The Water Pollution Control Loan Program. (PC/GS COW 10/11/22 14/0) GS

Motion by Ald. Chanzit, seconded by Ald. Baerren, to approve the ordinance. Motion carried 11 yea/ 0 nay/ 3 absent.

17. RESOLUTION 22-105-R: Authorizing Execution Of The Notice Of Intent To Award To Brandt Excavating, Inc., Morris, IL For The Lead Service Line Replacement Project In The Amount Of $3,426,389.00 (JPB 10/06/2022 COW 10/11/22 14/0) PU

Motion by Ald. Cerone, seconded by Ald. Solfa, to approve the resolution. Motion carried 11 yea/ 0 nay/ 3 absent.

18. CITY ADMINISTRATOR'S REPORT

Assistant to the City Administrator Anthony Isom Jr. delivered a report in the absence of Administrator Newman. He highlighted the City of Batavia 2021-2023 strategic plan.

Ald. Baerren asked whether the SlowDown campaign could be included in the summary for the year. Isom thanked her for her input.
