City of Batavia Board of Fire & Police Commissioners met Sept. 6.

Here are the minutes provided by the board:

This meeting took place in person at the Batavia Police Department Conference room. Meeting started at 4:00 p.m.

Roll Call

PUBLIC COMMENTS

MEETING MINUTES

Motion: To approve the regular meeting minutes for August 2, 2022.

Motion: To approve the executive session minutes for Personnel & Police Interviews for August 2, 2022.

CORRESPONDENCE

Motion: To approve paying invoice Batavia PD 22-04 from Trotsky Investigative Polygraph, Inc, in the amount of $495 to conduct one polygraph for police candidates Dahl, MacDougall, and Fitzgerald.

Motion: To approve paying invoice Batavia PD 22-05 from Trotsky Investigative Polygraph, Inc, in the amount of $825 to conduct one polygraph for police candidates Rudelich, Saxsma, Gates, Chaparro, and Riley.

NEW BUSINESS

2023 Board of Fire and Police Budget: The commissioners discussed the 2023 budget with the Police and Fire Department Chief’s. They will look at the budget again at the October meeting.

Fire Department

Updating the 2020 Firefighter Eligibility List

The Fire Department has been looking for a place to do in person firefighter testing, because their current eligibility list is due to expired December 3, 2022. At this time, they have not been able to set up this testing. The current eligibility list has many available candidates on it. They would like to extend the list for one additional year.

Motion: To approve extending the December 4, 2020, Firefighter Eligibility List (1) one year. The list will now expire on December 3, 2023.

Chief Hanson left the meeting at 4:18 p.m.

Executive Session

The Board entered Executive Session at 4:19 p.m.

Motion: To approve going into Executive Session to discuss Personnel Matters at 4:19 p.m. Maker: Anderson

Voice Vote: 3 Ayes, 0 Nays, 0 Absent. All in favor. Motion carried.

Motion: To approve leaving Executive Session and returning to Open Session at 4:29 p.m. Maker: Anderson

Second: Zies

Voice Vote: 3 Ayes, 0 Nays, 0 Absent. All in favor. Motion carried.

Motion: To promote Bryan Lorden to the position of Police Sergeant to fill the vacancy created by the appointment of Watch Commander Michael Johnson to the position of Deputy Police Chief. This promotion will be effective September 12, 2022.

Chief Eul left the meeting at 4:38 p.m.

Executive Session

The Board entered Executive Session at 4:34 p.m.

Motion: To approve going into Executive Session to discuss Personnel Matters at 4:34 p.m. Maker: Anderson

Motion: To approve leaving Executive Session and returning to Open Session at 5:19 p.m. Maker: Zies

Open Session

The Board returned to Open Session at 5:19 p.m.

The Board has received authorization from Mayor Schielke to hire one probationary police officer to fill the vacancy created by the retirement of Officer Emil Jensen.

Applicants who have been awarded a certificate attesting to their successful completion of the Minimum Standards Basic Law Enforcement Training Course, as provided in the Illinois Police Training Act, may be given preference in appointment over noncertified applicants. (65 ILCS 5/10-2.1-14) (from Ch. 24, par. 10- 2.1-14)

Motion: To approve giving a Conditional Offer of employment to Police Candidate Aaron Riley, based upon successful completion of a psychological exam and medical exam.

Motion: To determine Ethan Gates ineligible for further consideration as a Batavia Police Officer for the current Primary Eligibility list which expires on August 9, 2024.

Voice Vote: 3 Ayes, 0 Nays, 0 Absent. All in favor. Motion carried.

Aaron Riley was invited back into the meeting at 5:22 p.m. and accepted the conditional offer. He left the meeting at 5:27 p.m.

ADJOURNMENT

There being no further business to consider, a motion was made by Secretary Anderson to adjourn the meeting at 5:28 p.m. Commissioner Zies. All in favor. Motion carried.

The meeting was adjourned 5:28 p.m. The next regular meeting will be Tuesday, October 4, 2022, beginning at 12:00 p.m. for police interviews. This meeting will be held in the Batavia Police Department 2ndfloor conference room.
