Mr. Marc Avelar expressed appreciation to the Board after being allowed to provide input at the last open public meeting two weeks ago. He was pleased to see an amendment he suggested was added to the reapportionment map as it pertained to the Village of Algonquin's future land use plan.

Ms. Kate Bochte asked the Board to approve its budget and spend as much money as it wanted because it would not matter. She voiced concern and criticism about today's politicians and proceeded to discuss the early visions of America, which were not the same today. She criticized the government and politicians for placing more taxes on the citizens.

A. Madam Chair Comments

Madam Chair reminded the board of the lengthy discussion that will follow as it relates to the budget, the reapportion maps, the need to consider the budget for next year and to look at opportunities, additional revenues sources, or possibly ways to trim the budget to be more efficient in spending the taxpayers' dollars more appropriately.

B. Map Presentation

Res. #21 - 510 Approving Payment of Commercial Insurance FY2022 Including Auto, Property, General Liability, Law Enforcement, Employment Practices, Public Official Liability, Excess Liability, Cyber Liability, Crime, Worker's Compensation and a Service Agreement with Presidio Insurance

(Item moved up from bottom of agenda.)

Mr. Rich Ryan, Senior Vice President with Presidio, presented another insurance proposal from Star Company which included a $1.0M Dollar limit with a deductible of $500,000. The premium was about $100,000. Board members discussed what policy it should approve, with Surges recalling there was some savings in the County’s health insurance. Asked if there was a way to cancel the policy without a penalty, Mr. Ryan explained there would be no penalty to cancel but there would be certain conditions.

The board discussed two options:

1) $1.0M Dollar liability limit; deductible of $1.0M Dollars; premium cost $38,374; or 2) $1.0M Dollar liability limit; deductible of $500,000; premium cost $100,000.

Shepro made a motion to approve the $1.0M Dollar liability with the $1.0M Dollar deductible at a premium cost of $38,374.00 (as presented in the resolution). Second by Kenyon.

Redistricting Presentation

Ord. #21 - 511 Adopting the Kane County Apportionment Plan

IT Director Fahnestock shared a PowerPoint presentation regarding four district maps that were drafted, two of which received public comments. Specifically, the draft maps were dated as of 11/8/2021 (base map) and 11/8/2021 (base map with public comments), and draft maps dated 11/15/2021 (base map) and 11/15/2021 (base map with public comments) Conversation followed regarding the numbers for the Hispanic population, the Hispanic voting age population and their percentage change (in District 17) as well as questions regarding the African-American population percentage changes. Member Surges addressed the board and discussed the fact that the northern part of the County grew significantly since the last census. Challenges existed and the district representatives worked respectfully to ensure fairness. Conversely, Member Allan voiced her disappointment that the collaboration of her district with other nearby districts did not occur as it relates to the 11/15/2021 draft map. She supported the 11/8/2021 map due to better input received.

A brief dialog arose on how the district terms would be determined. Madam Chair then stated she was recommending the November 9, 2021 draft map which included the public comment changes and Asst. State’s Atty. Niermann explained the process that would follow, including a motion to amend, if desired.

Motion by Member Wallace, second by Member Sanchez to approve Ordinance No. 21-511 (Map version No. 1, dated 11/08/2021, without public comment).

Motion by Member Shepro to amend proposed Ordinance No. 21-511 by replacing (current) Exhibit A with a new Exhibit A (map dated 11/15/2021, version No. 4, which includes the moving of Blocks 2000, 2001, and 2003 in Rutland Precinct 1 from District 21 to District 23). Second by Member Frasz.

Shepro discussed the overall time invested in the mapping revisions and believed the proposed amendment reflected the fairest division into the districts. He explained the focus on the 11/15/21 map revisions as well as the challenges to the Aurora districts.

Shepro further addressed how the 4th draft version of the map included many of the district representatives input but that not everyone got what they wanted. Clarification followed. Member Allan proceeded to share the conversation/texts she had with Member Wojnicki regarding a solution to certain districts.

The vote on the amendment followed:

Per Member Iqbal’s question as to why the minority voters received preferential treatment in the voting right districts, Mr. Luekehans clarified it was not preferential treatment but more to meet compliance with the Voting Rights Act, along with other factors taken into consideration.

C. FY22 Budget Ordinance & Resolutions

(The board took a five minute recess, reconvened, and the roll was called with all 24 members present.)

Madam Chair reminded the board of the impact that will be made regarding the 2022 budget and its financial effect on future budgets. Additionally, the budget will be balanced on the appropriate use of funds from the American Rescue Plan, but once the funds are used, shevoiced concern that "a hole will still exist." However, she asked the board to support this year's budget as proposed. Lastly, Madam Chair announced that today was Giving

Tuesday -- a day to recognize not-for-profit organizations and their community work.

Prior to voting on the budget ordinance, Finance Dir. Onzick reminded the board that voting on the proposed ordinance will approve the annual budget that was placed on public display with its prior amendments. However, going forward today, there were seven proposed amendments to Ordinance No. 21-452 to be considered individually by this board.
