City of Aurora Civil Service Commission met Sept. 3.

Here is the minutes provided by the commission:

Members present:    Chairman John Perkins

Vice Chairman Timothy Oelker

Commissioner Carmen Armstrong - excused

Commissioner Ramona Wood

GUESTS: Lee Catavu, APPO President, John Curran, Civil Service Atty.

OLD BUSINESS

The follow up regarding NOBLE remarks is tabled pending an update.

NEW BUSINESS

Lee Catavu, APPO President, returned to provide an update since his last visit.

He brought handouts to assist with describing what happened to resolve things and what has happened after.

Commissioner Wood motioned to take the commission into Executive Session at 4:50 p.m. to review police officer psychs review and filed litigation. Commissioner Oelker seconded. Motion passed.

Commissioner Wood motioned to take the commission out of Executive Session at 5:08 p.m. Commissioner Oelker seconded. Motion passed.

Commissioner Oelker motioned to pass the August 21, 2020 rescheduled meeting. Commissioner Wood seconded. Motion Passed.

Commissioners reviewed the payroll for August. There were no changes and will be submitted to the payroll department for processing.

Commissioner Wood motioned to pass 2020 police officer candidates Timothy Covelli and Stephen Castellanos to the next step in the hiring process due to the results of the psychological evaluation. Commissioner Oelker seconded. Motion passed.

Commissioner Wood motioned to strike from the eligibility list 2020 police officer candidates Nicholas Burr per his request and Kaley Smith due to the results of the background investigation (POWER test). Commissioner Oelker seconded. Motion passed.

Commissioner’s heard a proposal for alternative testing method and criteria until 12/31/20 at which point, we’ll revisit the topic and the CDC recommendation for COVID-19 pandemic. HR is attempting to stay as close to the traditional process as possible. In the event there is a vacancy and there is no current Civil Service list, HR will advertise for open position accepting the first 100 applications. Management and HR will review the education and qualifications of the applicants and determine the top 10 candidates. Those top 10 candidates will be tested with the Civil Service test to determine knowledge level of position. The group of candidates from this posting will be good for one year unless exhausted. Blocks of 10 allow for possibility of some applicants not passing test. Management will have the option to choose from the top 6 based on test score. Will test selected applicants if ‘list’ goes below 6 applicantCommissioner Oelker motioned, seconded by Commissioner Wood to adjourn the meeting at 5:15 p.m. Motion passed.
