3. Public Comment

None

4. Monthly Financial Reports

The Finance report was included in the agenda packet, staff Waggoner noted the PCard report was posted separately. In the General Fund, the Coroner's office was trending slightly higher than recommended in the salaries and wage category. The office has been informed and they are hopeful it will level out by the end of the year. In the Special Revenue Fund, overages on the report are not of concern at this time. (Thomas arrived @ 9:01 a.m.)

5. Sheriff/Adult Corrections (R. Hain)

The monthly financial and Impact reports were included in the agenda packet. Sheriff Hain highlighted the current activities and programs implemented at the jail including a garden for the inmates.

The medically assisted treatment pod at the jail was presented. The entire pod is dedicated for recovery. Sheriff Hain promoted Distracted Driving Awareness month, over 70 citations were issued for that offense alone. Staff is working in collaboration with the Aurora Police Gang Unit for summer as it is expected to be a more violent season. The KCSO has a new School Resource Office at East Aurora High School. Brief discussion occurred.

6. Judiciary & Courts (Chief Judge Clancy Boles/D. Naughton)

A monthly report was included in the agenda packet.

7. Court Services Administration (L. Aust)

Court Services Dir. Aust referenced the monthly report and PowerPoint presentation included in the agenda packet. The presentation highlighted the various units in each division of court services.

A breakdown of criminal offenses and charges that are seen in Kane County including expenses by function were explained. Dir. Aust detailed the 2018 Juvenile Probation workloads and the age range of minors. It was noted that researchers have proven the ability to change juveniles who are sex offenders with the intense treatment services. Significant discussion occurred.

Chair Lenert suggested providing this presentation and the previous presentation from Dr.Tsang at a future COW meeting.

8. State's Attorney (J. McMahon)

State Attorney McMahon provided a brief report noting the internal training program is on track for new and existing staff members. Staff hosted the annual Law Enforcement Training Program on

April 12, 2019. Members from each law enforcement agency in Kane County attended; they discussed trends and new laws passed. County filings through the end of April recorded were 773 Felonies, 264 DUIs 337 Domestic Violence cases, 737 Misdemeanors and just over 8,200 traffic violations. Beginning in July 2019 a specific court call will be implemented for collections. These cases are long term delinquent unpaid fines and fees. McMahon presented the following resolutions:

B. Resolution: Authorizing the Execution of an Intergovernmental Agreement Between the Illinois Department of Healthcare and Family Services and the Kane County State's Attorney's Office

This authorizes an Intergovernmental Agreement with the Illinois Department of Healthcare and Family Services for the provision of legal services in child support enforcement for the period of July 1, 2019, through June 30, 2020, and any related extensions thereto.

C. Resolution: Authorizing Renewal and Amendment No. 5 to the Intergovernmental Agreement Between the County of Kane, the Kane County Child Advocacy Center and the Board of Trustees of the University of Illinois

This authorizes an amendment to the Intergovernmental Agreement Between the County of Kane, the Kane County Child Advocacy Center, and the Board of Trustees of the University of Illinois.

9. Juvenile Justice Center (M. Davis)

Supt. Davis provided a brief update regarding projects at the JJC. The garden has been planted and the security system upgrades are near completion. Two new staff members have been hired. The financial reports were included in the agenda packet.

10. KaneComm (M. Guthrie)

Dir. Guthrie highlighted events in April. Staff celebrated Telecommunicator Week and attended a conference in Texas that focused on the Computer-Aided Dispatch System (E-CAD). KaneComm was awarded a grant to use for the upgrades required by the State for the Next Generation 9-1-1 (NG9-1-1). The upgrades include hardware and software replacements to receive texts, video, and pictures on the phone system. A new permanent radio patch was created to allow communication on the same radio channel between the Sheriff’s Office, Jail, Court Security and KaneComm. Brief discussion occurred.

11. Merit Commission

Vice Chair Zies reported 115 applicants passed the Deputy test, staff is working on scheduling interviews including 15 Deputy lateral applicants. Corrections Officer testing is next on the schedule.

12. Circuit Clerk (T. Hartwell)

Cir. Clk Hartwell provided a handout not included in the agenda packet regarding the collection figures from Harris & Harris Collection Agency. In March, Harris & Harris collected just over $341,000. In April 2,594 cases were sent to the agency totaling in $2.9M in assessments.

13. Public Defender (K. Childress)

A monthly report was included in the agenda packet.

14. Coroner (R. Russell)

A monthly report was included in the agenda packet.
