1. Call to Order

Chairman Lenert called the meeting to order at 9:03 am.

4. Monthly Financial Reports

Monthly financial reports were included in the agenda packet. Finance staff Ramer-Holmes reported there were no FY18 General Fund concerns to report at this time. In the Special Revenue Funds the Insurance Liability has been on an upward trend, which is typical for this time of the year. (Scheflow arrives @ 9:04 a.m.)

5. Veteran's Assistance Commission

VAC Supt. Zimmerman reviewed statistics from the monthly reports included in the agenda packet. Claims filed through his office continue to be processed more quickly than the average Illinois VA claim. The total Illinois VA claims pending for last month were 7,700 with 142 from our county office. In April, Kane County claimants received $606,000 in new benefits, which brings the FYTD total to almost $2.85M. (Martin arrives @ 9:05 a.m.) He discussed an upcoming Memorial Day ceremony for Walter Backman on May 28. Mr. Backman was a Pearl Harbor casualty on the USS Oklahoma. Chair Lenert noted the claims for Kane County averaged 94.1 days where the average Illinois compensation was processed in 107 days. He congratulated Zimmerman's office on their good work with the benefits.

6. Department of Human Resource Management

A. EEO Reports

The monthly report was included in the agenda packet. HR Exec. Dir. Wetzel noted there were 16 terminations and 14 new hires from March 25-April 21. They received 105 job applications for open positions.

B. 2018 May IPBC Funding Sheet

Referencing the IPBC funding sheet, Chair Lenert reported a monthly payment of $1.26M; which puts the county right on track for the $16M annual cost for the health insurance plan.

C. Monthly Medical Expense Reimbursement Report

Referencing documents included in the agenda packet, Lenert reported enrollment has remained at 24 employees. The County Clerk's Office is the last to schedule a presentation. He discussed a notice regarding changes on how MERP reimbursements will be handled.

D. 2018 March NACo Prescription Drug Report

Referencing a report included in the agenda packet, Lenert noted there have been an average of about five people using the plan per month. Users averaged a savings of 18%-25%. Wetzel stated that she plans to meet with a NACo representative to discuss new marketing strategies.

E. Liability/Workers Compensation Updates - Rich Ryan, Wine Sergi

Chair Lenert noted liability claims are higher than normal right now because of some major cases the county is currently involved in. Referencing a presentation not included in the agenda packet, Mr. Ryan discussed worker's compensation settlements by department for October 2016-April 2018. (Allan arrives @ 9:12 a.m.) Settlement claims paid out as of March 31, 2018 totaled $766,000. Open claims from November 1, 2016 to April 2, 2018 totaled $2.16M with 42 claims open. Ryan reviewed settlements by line of insurance for October 2013-2018 noting the General Liability is over $1M and the Umbrella is covering a larger case totaling $1.75M. They have been monitoring those claims closely.

Lenert stated Wine Sergi has been handling all of the county's property and casualty insurance along with the liability insurance, which includes worker's compensation. Agencies typically charge a 10% commission; Wine Sergi has been charging the county only about 5%. He thanked Mr. Ryan for their service and said the county has been very pleased.

7. Compliance

MERP Premium Contribution Reimbursement Change in Method Referencing a document included in the agenda packet, Chair Lenert provided an overview of changes to the MERP premium contribution reimbursements. Any employee that leaves to go on their spouses plan and has the money taken out on a pre-tax basis, the county will now include a reimbursement for half of the FICA contribution on their paycheck.

8. Old Business

In consideration of the possible health insurance change, Lenert reported that each Board member was sent an email with a link to check if their doctor is included in the network. For the first year, even if they were not listed in the network, their claims would be treated as though they were. After the first year, they would work to include those providers in the network.

Lauzen noted the Human Resources Department will assist with checking whether providers are in network. A book has been made available with coverage information. He warned the Committee that if the county did nothing, it would lose its opportunity to negotiate with the IPBC in the future.
